                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE COFFEE INSPECTION REVOLVING FUND
   TO PROVIDE ADDITIONAL INSPECTORS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Hawaii's coffee, especially its Kona coffee, is
 
 2 world renowned as one of the finest.  Growers here can elect to
 
 3 have the grade, classification, quality, and condition of their
 
 4 coffee certified, thereby assuring the buyer of its quality and
 
 5 enhancing the reputation of the State as a pre-eminent coffee
 
 6 producer.
 
 7      However, some growers are electing not to submit their
 
 8 coffee for certification as they are concerned that the
 
 9 inspection will slow down their business.  The purpose of this
 
10 Act is to make a one-time appropriation to boost the coffee
 
11 inspection revolving fund to provide for the hiring and training
 
12 of inspectors so they can perform their work effectively.
 
13 Inspection fees paid into the fund will support the inspectors
 
14 from then on.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $       , or so much
 
17 thereof as may be necessary for fiscal year 1999-2000, to the
 
18 coffee inspection revolving fund to provide for the hiring and
 
19 training of additional inspectors for the coffee inspection

 1 program.
 
 2      SECTION 3.  The sum appropriated shall be expended by the
 
 3 department of agriculture for the purposes of this Act.
 
 4      SECTION 4.  This Act shall take effect on July 1, 1999.
