                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE ALA WAI CANAL WATERSHED WATER
   QUALITY IMPROVEMENT PROJECT. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The director of finance is authorized to issue
 
 2 general obligation bonds in the sum of $1,450,000, or so much
 
 3 thereof as may be necessary, and the same sum, or so much thereof
 
 4 as may be necessary, is appropriated for fiscal year 1999-2000,
 
 5 for the following:
 
 6      1.   Reduce Vehicle Contaminants.                   $250,000
 
 7                Install absorbent mat filters in 
 
 8                selected drain catch basins to test 
 
 9                their effectiveness in removing 
 
10                contaminants.
 
11      2.   Beautification of Makiki Stream from King St.  $150,000
 
12           along Kalakaua Ave.
 
13                Beautify the gateway to Waikiki and the 
 
14                Convention Center.
 
15      3.   Kanaha Stream Restoration and Landscaping.      $30,000
 
16                Stabilize eroding streambanks of Kanaha 
 
17                Stream.  Landscape stream banks with trees.
 
18                Include public access via stream side trail.
 
19      4.   Kanaha Stream Storm Drain Filters.              $30,000

 1                Add storm drain filters in Kanaha Stream, install
 
 2                signage, and perform other permanent improvements
 
 3                to reduce pollution entering the stream from
 
 4                nearby roadways.
 
 5      5.   Pukele Stream Lo'i Restoration and Trail.        $5,000
 
 6                Restore ancient native Hawaiian wetland 
 
 7                taro terraces to function as wetlands 
 
 8                and capture storm runoff and eroded soil 
 
 9                before it reaches the stream.
 
10      6.   Waiomao stream restoration, trail and           $10,000
 
11           community garden.
 
12                Clean and prepare Waiomao branch of Palolo 
 
13                stream above the end of the concrete box 
 
14                channel for community garden and trail.
 
15      7.   Upper Palolo Valley and Ka'au Crater trail      $25,000
 
16           and stream restoration.
 
17                Provide public access into upper Palolo 
 
18                Valley to assist in maintaining the streams 
 
19                and watershed.
 
20      8.   Planning for sediment retention basins for     $250,000
 
21           the combined discharge of Manoa and Palolo 
 
22           Streams.
 
23                Dredge the Manoa-Palolo Canal deeper

 1                between the Ala Wai Canal and Date, to 
 
 2                serve as a settling basin.  Construct a 
 
 3                sediment retention basin on a small portion 
 
 4                of the Ala Wai Golf Course, adjacent to the 
 
 5                Manoa-Palolo Canal.
 
 6      9.   Reduce Erosion and Improve Vegetative Cover    $150,000
 
 7           in the Conservation District.
 
 8                Replant with different species, reseed,
 
 9                develop nurserys to provide plantings, 
 
10                test areas, and develop community programs to
 
11                enroll volunteers.
 
12      10.  Prepare a Master Plan for Watershed            $500,000
 
13           Management including Project Designs, Plans,
 
14           and Specifications for Construction.
 
15                Drainage infrastructure of the Ala Wai
 
16                Canal Watershed.  Integrate features such
 
17                as low-flow channels suitable to restore
 
18                habitat in support of the native o'opu,
 
19                present in all streams even today.  Bike 
 
20                and pedestrian paths access from the ocean
 
21                to the valleys.  Seawater flushing system.
 
22      11.  Hausten Ditch Water Quality and Flow Study.     $50,000
 
23                Conduct a study and develop a plan to improve the

 1                water quality, increase water flow, and reduce
 
 2                bacteria in Hausten Ditch.
 
 3      SECTION 2.  The sum appropriated for this Act shall be
 
 4 expended by the department of land and natural resources for the
 
 5 purposes of this Act.
 
 6      SECTION 3.  This Act shall take effect on July 1, 1999.
