                     HOUSE  RESOLUTION


 1       WHEREAS, citizens of the State who grow fruits and
 2   vegetables in gardens at their place of residence for their own
 3   consumption often have a surplus of these fruits and
 4   vegetables; and
 6       WHEREAS, if the efforts of such citizens could be organized
 7   to form cooperatives their surpluses could be sold in the local
 8   market and the State would be less dependent on imported
 9   produce; and
11       WHEREAS, home organic produce cooperatives could be a means
12   to:
14            (1)  Educate home gardeners about growing organic
15                 produce;
17            (2)  Assist home gardeners to market their produce;
18                 and
20            (3)  Advise home gardeners on any other pertinent
21                 matters relating to the marketing, and selling of
22                 surplus organic produce to the general public;
23                 and
25       WHEREAS, the State supports the development of the organic
26   industry as a viable agricultural practice because the industry
27   promotes both the recycling of bioregional resources and the
28   local production and consumption for a self-reliant industry;
29   and
31       WHEREAS, the Makiki Neighborhood Board in the City and
32   County of Honolulu supports the establishment of home organic
33   produce cooperatives; and
35       WHEREAS, "organic' and "organic produce" shall be defined
36   as stated in the United States Department of Agriculture (USDA)
37   National Organic Program Federal Regulation when it is adopted

 1   in order to insure that produce grown are done so in accordance
 2   with industry standards, particularly if they are going to be
 3   marketed as such; now, therefore,
 5       BE IT RESOLVED by the House of Representatives of the
 6   Twentieth Legislature of the State of Hawaii, Regular Session
 7   of 1999, that the Department of Agriculture, with assistance
 8   from the Department of Business, Economic Development, and
 9   Tourism, and the extension service of the University of Hawaii,
10   is urged to develop a coordinated plan to provide assistance
11   and support to citizen gardeners who may be interested in
12   forming community-based home organic produce cooperatives; and
14       BE IT FURTHER RESOLVED that the Department of Agriculture
15   is requested to submit a report on its progress no later than
16   twenty days prior to the convening of the 2000 Regular Session;
17   and
19       BE IT FURTHER RESOLVED that certified copies of this
20   Resolution be transmitted to the Chairperson of the Board of
21   Agriculture, the Director of Business, Economic Development,
22   and Tourism, the Dean of the College of Tropical Agriculture
23   and Human Resources, and the Chairperson of the Makiki
24   Neighborhood Board.
