                     HOUSE  RESOLUTION

HONORING AND COMMENDING JAMES "JIMMY" TAKUSHI FOR THIRTY YEARS OF
   DEDICATED SERVICE TO THE STATE OF HAWAII.



 1       WHEREAS, those individuals who have made personal
 2   sacrifices and lived productive lives have contributed
 3   significantly to the development of modern Hawaii and the
 4   quality of life which we all enjoy; and
 5   
 6       WHEREAS, after attending Los Angeles City College and later
 7   transferring to the University of Hawaii, JAMES "JIMMY" TAKUSHI
 8   served as Senator and at the same time, worked part-time at the
 9   Hawaii Sugar Planters Association's Industrial Relations
10   Office, observing labor professionals during union
11   negotiations, experiences that would determine his future
12   career; and
13   
14       WHEREAS, after graduating with a degree in political
15   science in 1954, then being stationed in Korea by the U.S.
16   Army, JAMES "JIMMY" TAKUSHI was hired as a trainer and
17   assistant instructor in the local office of New York Life where
18   his role was to train agents on social security and medical and
19   retirement plans, and at the age of 29, he worked at the
20   Queen's Hospital as a job analyst and safety director in
21   industrial relations and was later promoted as one of the
22   youngest directors of industrial relations; and
23   
24       WHEREAS, in 1969, under the direction of Governor John A.
25   Burns, JAMES "JIMMY" TAKUSHI was appointed to serve as director
26   of the Department of Personnel Services where he began the
27   state management training and safety programs and the labor
28   relations unit, and earned the Employee of the Year Award; and
29   
30       WHEREAS, in 1974, JAMES "JIMMY" TAKUSHI was appointed by
31   Governor George Ariyoshi as the chief labor negotiator and
32   started the Office of Collective Bargaining, and from 1977 to
33   1982, he served on the Labor and Industrial Appeals Board,
34   hearing workers' compensation claims and other industrial
35   appeals; and
36   
37       WHEREAS, in December, 1982, JAMES "JIMMY" TAKUSHI was again
38   appointed to head the Department of Personnel Services, this
39   time by Governor Ariyoshi, where he began the State Workers'
40   Compensation Program, purchased the department's first

 1   computers, improved recruiting services, and implemented the
 2   Governor's Manager of the Year Award; and
 3   
 4       WHEREAS, later, under the guidance of presidents Albert
 5   Simone and Kenneth Mortimer, JAMES "JIMMY" TAKUSHI served as
 6   the personnel director for the University of Hawaii, and in
 7   1994, wanting a person with a depth knowledge and resolve,
 8   Governor Ben Cayetano asked JAMES "JIMMY" TAKUSHI to become the
 9   personnel director for his cabinet; and
10   
11       WHEREAS, one of Governor Cayetano's most "senior" members,
12   JAMES "JIMMY" TAKUSHI ushered in many innovations such as the
13   Team of the Year Award and a new deferred compensation plan and
14   for his outstanding actions, a record $12 million in workers'
15   compensation savings were returned; now, therefore,
16   
17       BE IT RESOLVED by the House of Representatives of the
18   Twentieth Legislature of the State of Hawaii, Regular Session
19   of 1999, that this body hereby commends and applauds the
20   accomplishments of JAMES "JIMMY" TAKUSHI, and extends to him
21   its warmest Aloha and best wishes for continued joy, health,
22   and happiness during his retirement years.
