                     HOUSE  RESOLUTION

  REQUESTING CONGRESS TO REFRAIN FROM SPECIFIC MANDATES REGARDING
    THE USE OF SPECIFIC ALTERNATIVE FUELS.



 1        WHEREAS, approximately one hundred eighty million vehicles
 2   are on the road in this country using nearly three hundred
 3   million gallons of fuel a day of which gasoline and diesel
 4   represent ninety-two per cent of daily use; and
 5   
 6        WHEREAS, the National Energy Policy Act and the 1990
 7   amendments to the Clean Air Act require states to undertake a
 8   number of steps to reduce vehicle-related pollution and
 9   increase energy security and bring themselves in compliance
10   with federal law; and 
11   
12        WHEREAS, states are required to include a switch to
13   alternative fuels including compressed natural gas,
14   electricity, ethanol, hydrogen, methanol, propane, and
15   reformulated gasoline; and 
16   
17        WHEREAS, alternative fuel has a role in meeting our
18   nation's air quality goals but its success depends on its ease
19   of conversion, cost to consumers, and resulting air quality
20   benefit; and
21   
22        WHEREAS, mandates for specific alternative fuels can be
23   very expensive and often fail to deliver the promised
24   environmental and energy security benefits; and
25   
26        WHEREAS, fuel mandates are often based on political
27   considerations, benefitting one industry or one company at
28   society's expense; and
29   
30        WHEREAS, government mandates effectively shut the door on
31   research and development that could lead to options for fuels
32   that are environmentally and economically superior; and
33   
34        WHEREAS, mandates for alternative fuels that are already
35   heavily subsidized impose a heavy cost on the economy; now,
36   therefore,
37   
38        BE IT RESOLVED by the House of Representatives of the
39   Twentieth Legislature of the State of Hawaii, Regular Session
40   of 1999, that this body requests the United States Congress to

 1   refrain from specific mandates regarding the use of specific
 2   alternative fuels; and
 3   
 4        BE IT FURTHER RESOLVED that Congress is urged to amend the
 5   Clean Air Act to eliminate specific mandates and set only
 6   reasonable environmental performance standards, which would let
 7   the free market determine which fuels can best meet the
 8   standards at the lowest cost and greatest convenience to the
 9   consumers; and
10   
11        BE IT FURTHER RESOLVED that the members of Hawaii's
12   congressional delegation are requested to do everything
13   possible to encourage the elimination of specific mandates
14   regarding the use of alternative fuels; and
15   
16        BE IT FURTHER RESOLVED that certified copies of this
17   Resolution be transmitted to the President of the United States
18   Senate, the Speaker of the United States House of
19   Representatives, and the members of Hawaii's congressional
20   delegation.
