                     HOUSE  RESOLUTION


 1        WHEREAS, a world trade center brings together businesses
 2   and government agencies from around the world involved in
 3   foreign trade; and
 5        WHEREAS, there are currently more than three hundred world
 6   trade centers in nearly one hundred countries, accommodating
 7   more than five hundred thousand companies world-wide; and
 9        WHEREAS, a world trade center in Hawaii will
10   instantaneously connect the business community in this State to
11   a network of five hundred thousand companies and individuals in
12   more than one hundred countries, facilitating one-on-one
13   meetings between businesses in this State and businesses around
14   the world; and
16        WHEREAS, the Asia/Pacific region, in which the State of
17   Hawaii is strategically located, constitutes forty per cent of
18   the world's total population, fifty-six per cent of world
19   economic growth, and forty-six per cent of total merchandise
20   trade; and
22        WHEREAS, the licensed name, "World Trade Center", and its
23   distinguished logo, have established significant international
24   recognition among businessmen, government leaders, and
25   laypeople alike; and
27        WHEREAS, small and medium sized Hawaiian businesses would
28   stand to benefit from both the training courses in
29   international business practices that the "World Trade Center"
30   association has to offer and the increased opportunity to
31   establish international contacts via "World Trade Center"
32   services; and
34        WHEREAS, if a "World Trade Center" were to be located in
35   the Hawaii convention center, it would serve as a magnet to
36   local and Asia/Pacific business communities; and

 2        WHEREAS, housing the "World Trade Center" in the new
 3   convention center would assure traffic to and use of the
 4   building even during idle times for the convention center by
 5   serving local businesses; and
 7        WHEREAS, the Hawaii convention center in Honolulu would
 8   benefit from the recognition and interest that the name "State
 9   of Hawaii World Trade Center, Honolulu" would generate; and
11        WHEREAS, the State has duly acquired the rights to the
12   name, "State of Hawaii World Trade Center, Honolulu", its
13   accompanying logo, and all rights pertaining to the ownership
14   of the logo thereof for the amount of $117,000; and
16        WHEREAS, the Hawaii convention center, if associated with
17   the name, "State of Hawaii World Trade Center, Honolulu", would
18   bolster the image of Hawaii as an internationally conscious
19   state; now, therefore,
21        BE IT RESOLVED by the House of Representatives of the
22   Twentieth Legislature of the State of Hawaii, Regular Session
23   of 1999, that the State of Hawaii encourages the formation of a
24   local "State of Hawaii World Trade Center, Honolulu"
25   association to promote business between Hawaii and the dynamic
26   economies of the Asia/Pacific region; and
28        BE IT FURTHER RESOLVED that the Department of Business,
29   Economic Development, and Tourism is requested to loan out its
30   license to the name and logo of the "State of Hawaii World
31   Trade Center, Honolulu" at a nominal cost, and is encouraged to
32   assist in the formation of a local "State of Hawaii World Trade
33   Center, Honolulu" association; and
35        BE IT FURTHER RESOLVED that the initial address of the
36   "State of Hawaii World Trade Center, Honolulu" be within the
37   structure of the Hawaii convention center; and
39        BE IT FURTHER RESOLVED that certified copies of this
40   Resolution be transmitted to the Director of Business, Economic
41   Development, and Tourism and the Chairperson of the Convention
42   Center Authority.
