                     HOUSE RESOLUTION

HONORING AND COMMENDING STEVE ALM, PETER CARLISLE, MAJOR JOHN
   KERR, AND CAPTAIN KARL GODSEY FOR THEIR OUTSTANDING
   CONTRIBUTIONS TO CLEANING UP PROSTITUTION IN THE STATE OF
   HAWAII.



 1      WHEREAS, the evolution of a society free from the ills of
 2 prostitution rests upon the selfless commitment of local
 3 officials to improve the quality of life in Waikiki and the State
 4 of Hawaii; and
 5 
 6      WHEREAS, United States Prosecuting Attorney STEVE ALM is a
 7 member of the Organized Crime/Violent Crime Subcommittee of the
 8 Attorney General's Advisory Committee, and sits on the Governor's
 9 Committee on Crime; and
10 
11      WHEREAS, in two years, the U.S. Attorney's Office prosecuted
12 seven pimps for transporting women across state lines for the
13 purpose of engaging them into prostitution; and
14 
15      WHEREAS, through his efforts in targeting pimps as the
16 primary way to end prostitution, STEVE ALM has enabled
17 prostitutes to begin new and different lives, free from the
18 chains and restraints of their pimps; and
19 
20      WHEREAS, last year, STEVE ALM led an innovative effort to
21 put out of business, an apartment owner who was operating a haven
22 for prostitutes and drug dealers; and
23 
24      WHEREAS, STEVE ALM, an advocate of the 1998 anti-
25 prostitution law that allows convicted prostitutes to agree not
26 to walk in Waikiki from 6 p.m. to 6 a.m. daily, has subsequently
27 worked to secure convictions under this law; and
28 
29      WHEREAS, Honolulu Prosecuting Attorney PETER CARLISLE is an
30 outspoken advocate for the reform of Hawaii's Criminal Justice
31 System and the director of the Criminal Crime Unit; and
32 
33      WHEREAS, PETER CARLISLE worked diligently to restructure the
34 "nuisance abatement" law to use civil processes against persons
35 and property, including streetwalkers; and
36 
37      WHEREAS, District 6 Police Officers, MAJOR JOHN KERR AND
38 CAPTAIN KARL GODSEY have provided a crime-deterring presence in
39 Waikiki; and

 2      WHEREAS, through their efforts and determination, according
 3 to the Honolulu Police Department, from January 1998 to February
 4 1999 there were 273 arrests for prostitution involving soliciting
 5 and pimping; and
 6 
 7      WHEREAS, these four men have worked tirelessly on behalf of
 8 the community to make Waikiki a safer environment for the local
 9 citizens as well as for its visitors; now, therefore
10 
11      BE IT RESOLVED by the House of Representatives of the
12 Twentieth Legislature of the State of Hawaii, Regular Session of
13 1999, this legislature hereby honors and commends STEVE ALM,
14 PETER CARLISLE, MAJOR JOHN KERR, and CAPTAIN KARL GODSEY for
15 their outstanding contributions to reduce prostitution in the
16 State of Hawaii, and conveys its heartfelt ALOHA and best wishes
17 for continued success.
18 
19      BE IT FURTHER RESOLVED, that certified copies of this
20 Resolution be transmitted to STEVE ALM, PETER CARLISLE, JOHN
21 KERR, AND KARL GODSEY.
