                     HOUSE  RESOLUTION

HONORING OLIVIA CASTRO RNC, MSN, MPH; MARY KAWASAKI, MSN, RN,
   CPNP, IBCLC; ELSA TALAVERA, RNC, CNN; CAROL WINEGARDEN, MS,
   RNC, CNA; AND SHELLEY WOMACK, MSN, RNCS FOR THEIR
   OUTSTANDING CONTRIBUTIONS TO THE NURSING PROFESSION.  



 1       WHEREAS, the Legislature is proud to recognize those
 2   individuals who share their time, energy, and talents to meet
 3   the challenging needs of the greater community; and
 4   
 5       WHEREAS, each year, the nursing community honors those
 6   professionals whose achievements in nursing are truly
 7   outstanding and worthy of special recognition; and
 8   
 9       WHEREAS, the contributions of OLIVIA CASTRO MSN, RNC, MPH
10   to the profession of nursing and to the community at large have
11   been numerous, from her years as a nurse practitioner to her
12   present position as Director of Ambulatory Nursing at Kaiser
13   Permanente; and 
14   
15       WHEREAS, OLIVIA CASTRO MSN, RNC, MPH was one of a team of
16   nurses who committed time and talent to the passage of advanced
17   practice registered nurse (APRN) legislation and she continues
18   to support recognition of the role of the APRN at the State
19   Capitol and in health care institutions statewide; and 
20   
21       WHEREAS, as a former President of the National Association
22   for Pediatric Nurse Associates and Practitioners, MARY
23   KAWASAKI, MSN, RN, CPNP, IBCLC is known within the nursing
24   community as one of the strongest advocates for child and
25   adolescent health; and 
26   
27       WHEREAS, MARY KAWASAKI, MSN, RN, CPNP, IBCLC has maintained
28   involvement in legislative and community health issues by
29   submitting testimony and advocating for stronger keiki seat
30   belt laws; and 
31   
32       WHEREAS, as a nurse employed at Saint Francis Medical
33   Center and Kapiolani Medical Center, ELSA TALAVERA, RNC, CNN
34   demonstrated her excellence and commitment to clinical nursing
35   by achieving national certification in medical-surgical nursing
36   and nephrology nursing; and

 2       WHEREAS, as the President of the Filipino Nurses
 3   Organization of Hawaii ELSA TALAVERA, RNC, CNN has brought the
 4   organization to a new level of member involvement by mentoring
 5   and encouraging educational and professional needs of Filipino
 6   nurses; and 
 7   
 8       WHEREAS, the contributions of SHELLEY WOMACK, MSN, RNCS to
 9   the profession of nursing and to the community at large have
10   been numerous from her years as an adult nurse practitioner as
11   part of the Geriatric and Long-term Team at Kaiser Permanente;
12   and 
13   
14       WHEREAS, SHELLEY WOMACK, MSN, RNCS excels in the area of
15   education as she provides lectures and clinical expertise in
16   the classroom; and 
17   
18       WHEREAS, CAROL WINEGARDEN, MS, RNC, CNA exemplifies her
19   commitment to the profession and volunteer service by serving
20   on the Hawaii Nurses' Association Board of Directors for eight
21   years while spearheading the volunteer services for the Hilo
22   Kamehameha Day Parade for more than five years; and 
23   
24       WHEREAS, CAROL WINEGARDEN, MS, RNC, CNA is active with the
25   American Heart Association CPR training at both the hospital
26   and with the public, and has participated in the presentation
27   of workshops for the American Organization of Nurse Executives,
28   Hawaii Chapter; now, therefore,
29   
30       BE IT RESOLVED by the House of Representatives of the
31   Twentieth Legislature of the State of Hawaii, Regular Session
32   of 1999, that this body hereby honors and commends OLIVIA
33   CASTRO RNC, MSN, MPH for being selected as the Hawaii Nurses'
34   Association 1998 NURSE OF THE YEAR; MARY KAWASAKI, MSN, RN,
35   CPNP, IBCLC for being named the recipient of the Hawaii Nurses'
36   Association 1998 MATERNAL CHILD HEALTH NURSE OF THE YEAR award;
37   ELSA TALAVERA, RNC, CNN as the recipient of the Hawaii Nurses'
38   Association 1998 EXCELLENCE IN PRACTICE award; CAROL
39   WINEGARDEN, MS, RNC, CNA for being named the recipient of the
40   Hawaii Nurses' Association 1998 RUTH KEMBLE AWARD FOR VOLUNTEER
41   SERVICE; and SHELLEY WOMACK, MSN, RNCS for being selected as
42   the Hawaii Nurses' Association 1998 GERONTOLOGICAL NURSE OF THE
43   YEAR; and extends to them its warmest aloha and best wishes for
44   continued success in all future endeavors.
