                     HOUSE  RESOLUTION

REQUESTING THE DEPARTMENT OF HEALTH TO STUDY THE FEASIBILITY OF
   IMPLEMENTING A STATEWIDE SCREENING AND EARLY TREATMENT
   PROGRAM FOR SEXUALLY TRANSMITTED DISEASE.



 1       WHEREAS, the latest estimates by the Center for Disease
 2   Control (CDC) indicate that 15 million Americans become newly
 3   infected with a Sexually Transmitted Disease (STD) each year,
 4   yet these diseases remain one of the most under recognized
 5   health threats in the Nation; and
 6   
 7       WHEREAS, there are severe reproductive consequences for
 8   persons infected with an undiagnosed and untreated STD; and
 9   
10       WHEREAS, these consequences include infertility,
11   potentially fatal tubal pregnancies, and increased
12   susceptibility to the HIV virus; and
13   
14       WHEREAS, improved diagnosis and treatment of STDs is vital
15   to reduce the severe consequences of these diseases and stem
16   the HIV epidemic; and
17   
18       WHEREAS, most STDs can now be cured with a single dose of
19   antibiotics
20   
21       BE IT RESOLVED by the House of Representatives of the
22   Twentieth Legislature of the State of Hawaii, Regular Session
23   of 1999, that the Department of Health study the feasibility of
24   implementing a mobile STD Screening and Treatment Clinic to
25   visit the outer islands monthly or semi-monthly; and
26   
27       BE IT FURTHER RESOLVED that the Department of Health submit
28   its findings and conclusions to the Legislature twenty days
29   prior to the convening of the Regular Session of 2000; and
30   
31       BE IT FURTHER RESOLVED that a certified copy of this
32   Resolution be transmitted to the Director of Health.
