                     HOUSE  RESOLUTION
  REQUESTING THE DEPARTMENT OF HEALTH TO EVALUATE THE HEALTH
    RISKS TO INFANTS AND CHILDREN IN SCHOOL AND RESIDENTIAL
    AREAS CAUSED BY EXPOSURE TO SOUND PRESSURE FROM CIVIL
    DEFENSE SIREN TESTS.



 1        WHEREAS, sound intensity decreases very rapidly with
 2   increasing distance from the source of the sound (the inverse-
 3   square law), and civil defense sirens are widely and unevenly
 4   distributed even in populated areas of the State; and
 5   
 6        WHEREAS, the sound power emitted by these sirens and the
 7   sound pressure exerted on human ears must take into
 8   consideration the distance that people live from these sirens
 9   and sound transmission loss to barriers; and
10   
11        WHEREAS, the sound pressure needed to render a siren
12   clearly audible to an adult in a building at a distance of two
13   miles could cause permanent hearing loss in a toddler on a
14   playground at a distance of one hundred feet; and
15   
16        WHEREAS, civil defense siren tests are a critical
17   component of the State's emergency alert system, which is used
18   to notify people about emergency conditions such as hurricanes,
19   tsunamis, flash floods, earthquakes, and high surf; and
20   
21        WHEREAS, the Department of Health has the trained
22   personnel and specialized equipment needed to evaluate the
23   health risks to infants and children in school and residential
24   areas caused by exposure to sound pressure from civil defense
25   sirens; now, therefore,
26   
27        BE IT RESOLVED by the House of Representatives of the
28   Twentieth Legislature of the State of Hawaii, Regular Session
29   of 1999, that the Department of Health is requested to evaluate
30   the health risks to infants and children caused by exposure to
31   sound pressure from civil defense siren tests; and
32   
33        BE IT FURTHER RESOLVED that the Director of Civil Defense
34   and the administrators of the county civil defense agencies are
35   requested to assist the Director of Health in conducting this
36   evaluation as necessary; and

 1        BE IT FURTHER RESOLVED that the Department of Health is
 2   requested to submit its findings and recommendations to the
 3   Legislature not less than twenty days prior to the convening of
 4   the Regular Session of 2000; and
 5   
 6        BE IT FURTHER RESOLVED that certified copies of this
 7   Resolution be transmitted to the Director of Health, the
 8   Director of Civil Defense, and the administrator of each
 9   county's civil defense agency.
