                     HOUSE  RESOLUTION

  REQUESTING THE PROCUREMENT POLICY BOARD TO ESTABLISH PROCEDURES
    THAT LIMIT THE AMOUNT OF PUBLIC CONTRACTS AWARDED TO
    OUT-OF-STATE VENDORS.


 1        WHEREAS, taxpayers' and other resident generated revenues
 2   should be spent in Hawaii, if they are to generate a positive
 3   multiplier effect on our economy; and
 4   
 5        WHEREAS, the state procurement law in part X, of chapter
 6   103D, Hawaii Revised Statutes, already contains provisions
 7   incorporating a preference for Hawaii products; and
 8   
 9        WHEREAS, the Procurement Policy Board is charged with the
10   responsibility to adopt rules governing the procurement,
11   management, and control of all goods, services, and
12   construction; and
13   
14        WHEREAS, each department, agency, or other authority
15   expending taxpayer or other resident revenues has the ability
16   to limit the number of contracts awarded to out-of-state
17   contractors by reorganizing their invitations for bids and
18   requests for proposals under the procurement law by using the
19   preference provisions more extensively; now, therefore,
20   
21        BE IT RESOLVED by the House of Representatives of the
22   Twentieth Legislature of the State of Hawaii, Regular Session
23   of 1999, that the Procurement Policy Board is requested to
24   adopt rules and standards that encourage the award of contracts
25   to in-state contractors and ultimately limit the awards of
26   contractors to a total of five per cent of all contracts
27   awarded and not more than one per cent of any one contract
28   awarded; and
29   
30        BE IT FURTHER RESOLVED that the Comptroller is requested
31   to assist the Procurement Policy Board by monitoring the
32   distribution of contract awards to in-state and out-of-state
33   contractors, in order to determine whether the Policy Board's
34   efforts are having an effect upon the percentage of funds that
35   stay within the State; and
36   
37        BE IT FURTHER RESOLVED that the Policy Board is requested
38   to report on their progress to the Legislature not later than
39   twenty days before the convening of the Regular Session of
40   2000; and

 2        BE IT FURTHER RESOLVED that certified copies of this
 3   Resolution be transmitted to the Comptroller and the
 4   Chairperson of the Procurement Policy Board.
