                     HOUSE  RESOLUTION
  REQUESTING THE PRIVATE SECTOR TO COMPLY WITH THE TRAFFIC CODE
   REQUIREMENT THAT SLOWER-MOVING VEHICLES, SUCH AS HEAVY
   TRUCKS, USE THE RIGHT-HAND LANE ON MULTI-LANE HIGHWAYS,
   EXCEPT FOR PASSING.



 1      WHEREAS, commuting on Hawaii's crowded roadways has become a
 2   nightmarish experience for many state residents; and
 3   
 4      WHEREAS, the situation is particularly bad on Honolulu's
 5   controlled-access highways, and is compounded by slow-moving
 6   vehicles that impede the free flow of traffic; and
 7   
 8      WHEREAS, heavy trucks and other slow-moving vehicles often
 9   congest the roadways by not traveling in the right-hand lane
10   when they are moving at speeds slower than the cars around
11   them; and
12   
13      WHEREAS, the statewide traffic code currently requires all
14   slower vehicles to use the right-hand lane on multi-lane
15   highways; and
16   
17      WHEREAS, in particular, section 291C-41(b), Hawaii Revised
18   Statutes, requires vehicles traveling slower than the normal
19   speed of traffic to use the right-hand lane, except when
20   overtaking and passing another vehicle proceeding in the same
21   direction; and
22   
23      WHEREAS, in addition, the Department of Transportation
24   currently posts signs stating "Slow Traffic Keep Right" on
25   portions of state highways; and
26   
27      WHEREAS, there is a need to improve the flow of traffic on
28   the State's highways by ensuring that heavy trucks and other
29   slow-moving vehicles use the right-hand lane on multi-lane
30   highways; now, therefore,

 1      BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 1999, that the private sector is requested to comply with
 4   the traffic code requirement that slower-moving vehicles, such
 5   as heavy trucks, use the right-hand lane on multi-lane
 6   highways, except for passing; and
 7   
 8      BE IT FURTHER RESOLVED that a certified copy of this
 9   Resolution be transmitted to the Director of Transportation,
10   who in turn is requested to transmit certified copies of this
11   Resolution to appropriate trucking and other appropriate
12   private transportation companies in this State.
