                     HOUSE RESOLUTION

REQUESTING THE DEPARTMENT OF HEALTH TO DEVELOP AND IMPLEMENT A
   FIVE-YEAR STATEWIDE, COMPREHENSIVE STRATEGIC PLAN FOR
   SERVICES AND SUPPORTS FOR INDIVIDUALS WITH DEVELOPMENTAL
   DISABILITIES OR MENTAL RETARDATION.



 1       WHEREAS, the State Planning Council on Developmental
 2   Disabilities estimated that there are approximately 12,040
 3   individuals with developmental disabilities in Hawaii; and
 4   
 5       WHEREAS, of the 12,040 individuals with developmental
 6   disabilities, over 2,400 are served by the Department of Health
 7   (DOH), Developmental Disabilities Division; and
 8   
 9       WHEREAS, the DOH Developmental Disabilities Division is
10   mandated to "develop, lead, administer, coordinate, monitor,
11   evaluate, and set direction for a comprehensive system of
12   supports and services for persons with developmental
13   disabilities or mental retardation within the limits of state
14   and federal resources allocated or available" for the purposes
15   of chapter 333F, Hawaii Revised Statutes; and
16   
17       WHEREAS, Act 341, Session Laws of Hawaii (SLH) 1987,
18   established chapter 333F to improve services and the overall
19   quality of life for persons with developmental disabilities or
20   mental retardation; and
21   
22       WHEREAS, Act 341, SLH 1987, required the DOH, in
23   coordination with the State Planning Council on Developmental
24   Disabilities and other related private and public agencies, to
25   jointly develop and implement a statewide plan for services;
26   and
27   
28       WHEREAS, the DOH Developmental Disabilities Division,
29   developed a five-year program plan entitled, "A Plan for
30   Services for Persons with Developmental Disabilities or Mental
31   Retardation, 1990-1994" (1990-1994 plan); and
32   
33       WHEREAS, the 1990-1994 plan was the last plan developed by
34   the DOH Developmental Disabilities Division; and

 1       WHEREAS, since the 1990-1994 plan was developed, over the
 2   last four years there have been significant changes in the
 3   developmental disabilities service system, including:
 4   
 5       (1)  The targeted closure of Waimano Training School and
 6            Hospital;
 7   
 8       (2)  Client-centered plans and budgets;
 9   
10       (3)  Self-determination of individuals and their families;
11   
12       (4)  Maximization of federal dollars;
13   
14       (5)  State-provided case management services; and
15   
16       (6)  A waitlist for Medicaid home and community-based
17            services for individuals with developmental
18            disabilities or mental retardation;
19   
20   and
21       WHEREAS, it is in the DOH's best interest to develop a
22   statewide, comprehensive strategic plan to set direction for
23   the way that services and supports will be provided to
24   individuals with developmental disabilities or mental
25   retardation; now, therefore,
26   
27       BE IT RESOLVED by the House of Representatives of the
28   Twentieth Legislature of the State of Hawaii, Regular Session
29   of 1999, that the DOH develop and implement a five-year
30   statewide, comprehensive strategic plan for services and
31   supports for individuals with developmental disabilities or
32   mental retardation; and
33   
34       BE IT FURTHER RESOLVED that the DOH, in developing the
35   plan, solicit input from individuals with developmental
36   disabilities or mental retardation, parents or family members
37   of individuals with developmental disabilities or mental
38   retardation, private and public agencies, the State Planning
39   Council on Developmental Disabilities, the University of Hawaii
40   Center on Disability Studies, and the Protection and Advocacy
41   Agency of Hawaii; and
42   
43       BE IT FURTHER RESOLVED that the statewide, comprehensive
44   strategic plan include but not be limited to:

 1       (1)  An assessment of the current system, including:
 2   
 3            (a)  Organization;
 4   
 5            (b)  Current and future staff and fiscal resources;
 6   
 7            (c)  Current and future services to be provided by the
 8                 State;
 9   
10            (d)  Current and future services to be provided by the
11                 private sector; and
12   
13            (e)  A breakdown of budget estimates for (b) through
14                 (d); 
15   
16       (2)  A vision for and a philosophy of the future of
17            developmental disabilities services in Hawaii; and
18   
19       (3)  Outcome-based measures that include outcome
20            statements, target areas, performance targets,
21            milestones, and strategies to address:
22   
23            (a)  The provision of long-term care services;
24   
25            (b)  The waitlist for services;
26   
27            (c)  Self-determination of individuals with
28                 developmental disabilities or mental retardation;
29                 and
30   
31            (d)  The maximization of finances, state and federal
32                 moneys, and other resources;
33   
34   and
35   
36       BE IT FURTHER RESOLVED that the Department of Health is
37   requested to submit to the Legislature a progress report on the
38   development of a statewide, comprehensive strategic plan no
39   later than twenty days prior to the convening of the Regular
40   Session of 2000; and
41   
42       BE IT FURTHER RESOLVED that the Director of Health is
43   requested to submit to the Legislature a statewide,
44   comprehensive strategic plan and schedule of implementation no
45   later than twenty days prior to the convening of the Regular
46   Session of 2001; and

 1       BE IT FURTHER RESOLVED that certified copies of this
 2   Resolution be transmitted to the Director of Health, the
 3   Executive Director of the State Planning Council on
 4   Developmental Disabilities, the Director of the University of
 5   Hawaii Center on Disabilities Studies, and the Executive
 6   Director of the Protection and Advocacy Agency of Hawaii.
