                     HOUSE  RESOLUTION

REQUESTING AN ACTION PLAN TO RESTORE KAUMALAPAU HARBOR.



 1       WHEREAS, until recently, the dominant economic driver for
 2   the Hawaiian Islands was agriculture; and
 3   
 4       WHEREAS, specifically, the economy of the island of Lanai
 5   was once dominated by pineapple production; and
 6   
 7       WHEREAS, since the rise in economic importance of the
 8   tourism industry in Hawaii and the entry of large scale
 9   tropical fruit production in many other countries, Lanai's
10   economic reliance on the pineapple growing industry has
11   diminished; and
12   
13       WHEREAS, other industries, such as commercial
14   transportation, have risen in importance for Lanai's economy;
15   and
16   
17       WHEREAS, Kaumalapau Harbor is the only boat harbor on Lanai
18   capable of handling commercial boat operators, and it is
19   critical to the economic viability of the island; and
20   
21       WHEREAS, the title of the Kaumalapau Harbor is held by the
22   Lanai Company; and
23   
24       WHEREAS, the condition of Kaumalapau Harbor has
25   deteriorated so much that it is in a serious state of
26   disrepair; and
27   
28       WHEREAS, according to the Army Corps of Engineers, the
29   breakwater for the Kaumalapau Harbor must be rebuilt for the
30   harbor to function properly; and
31   
32       WHEREAS, the residents and businesses of Lanai cannot
33   sustain and develop future economic diversification solutions
34   for their community unless Kaumalapau Harbor is immediately
35   repaired; and

 1       WHEREAS, until the harbor is improved, the residents and
 2   businesses of Lanai will continue to endure severe economic
 3   hardship; now, therefore,
 4   
 5       BE IT RESOLVED by the House of Representatives of the
 6   Twentieth Legislature of the State of Hawaii, Regular Session
 7   of 1999, that the Department of Transportation, the Governor,
 8   and the Lanai Company are requested to prepare an action plan
 9   including:
10   
11       (1)  An examination of the current condition and status of
12            the Kaumalapau Harbor; and
13   
14       (2)  Strategy to immediately restore the Harbor;
15   
16   and
17   
18       BE IT FURTHER RESOLVED that the Department of
19   Transportation is requested to submit the joint findings,
20   recommendations, and plan of action to the Legislature by April
21   1, 1999; and
22   
23       BE IT FURTHER RESOLVED that certified copies of this
24   Resolution be transmitted to the Director of Transportation,
25   the Governor, and the President of the Lanai Company.
