                     HOUSE RESOLUTION

  REQUESTING THE DEPARTMENT OF EDUCATION, THE BOARD OF EDUCATION,
    THE DEPARTMENT OF BUDGET AND FINANCE, HAWAII'S
    CONGRESSIONAL DELEGATION, PARENTS OF FEDERALLY-CONNECTED
    STUDENTS, AND FACULTY OF THE AFFECTED SCHOOLS, TO WORK
    COOPERATIVELY IN THE MANAGEMENT OF SCHOOLS EDUCATING
    FEDERALLY-CONNECTED CHILDREN.



 1        WHEREAS, the Federal Impact Aid law requires the U.S.
 2   Department of Defense (DOD) to provide for free public
 3   education for all children who reside on DOD facilities when
 4   there are no available State or county tax revenues to pay for
 5   the education of these children; and
 6   
 7        WHEREAS, in other states, the DOD has been obligated to
 8   operate schools for children who reside on specific DOD
 9   facilities; and
10   
11        WHEREAS, in Hawaii, however, the Board of Education (BOE)
12   is the agency solely responsible for:
13   
14        (1)  Using moneys disbursed by the DOD to educate and
15             manage schools for federally-connected children; and
16   
17        (2)  Creating a statewide educational policy for all
18             public schools on DOD facilities; and
19   
20        WHEREAS, some parents of federally-connected children have
21   publicly voiced their dissatisfaction with the quality of
22   public education in Hawaii;
23   
24        WHEREAS, the parents of federally-connected children are
25   entitled to have exclusive jurisdiction over the establishment,
26   support, and control of all schools on DOD facilities,
27   including the formulation of policies for those schools; now
28   therefore,
29   
30        BE IT RESOLVED by the House of Representatives of the
31   Twentieth Legislature of the State of Hawaii, Regular Session
32   of 1999, that the Department of Education, the Board of
33   Education, the Department of Budget and Finance, Hawaii's

 1   Congressional Delegation, the parents of federally-connected
 2   children, and the faculty of the affected schools are requested
 3   to work cooperatively to:
 4   
 5        (1)  Increase the amount of Federal Impact Aid awarded to
 6             Hawaii;
 7   
 8        (2)  Seek alternative funding sources for the education of
 9             federally-connected special needs students;
10   
11        (3)  Determine how such moneys are disbursed;
12   
13        (4)  Examine ways to direct federal impact aid moneys to
14             the affected schools, instead of the state general
15             fund; and 
16   
17        (5)  Ensure that parents of federally-connected children
18             have ready access to information regarding the public
19             school education of their children, in particular,
20             specific ways these parents can become involved in
21             the decision-making process;
22   
23   and
24   
25        BE IT FURTHER RESOLVED that certified copies of this
26   Resolution be transmitted to the Superintendent of Education;
27   the Chairperson of the Board of Education; the Director of
28   Finance; Hawaii's Congressional delegation; Commander-in-Chief,
29   U.S. Pacific Command; the United States Secretary of Education;
30   and the United States Secretary of Defense.
