                     HOUSE RESOLUTION

  REQUESTING THE CHILD PROTECTION LEGISLATIVE ROUNDTABLE TO FORM
    A TASK FORCE TO EXAMINE AND DISCUSS SELECTED ISSUES
    RELATING TO CHILD ABUSE.
 


 1        WHEREAS, the Child Protection Legislative Roundtable
 2   (Roundtable) is an ad hoc group of service providers and
 3   medical specialists in child protection; and
 4   
 5        WHEREAS, the Roundtable has been instrumental in improving
 6   Hawaii's child protection system, including the enactment of
 7   its recommendations in Act 134, Session Laws of Hawaii 1998;
 8   and
 9   
10        WHEREAS, the Roundtable is continuing to meet and to
11   discuss issues relating to child protection, in the recognition
12   that the child protection system is not perfect and that
13   ongoing communication benefits all participants in their work
14   among themselves on a daily basis in detecting, preventing, and
15   treating child abuse; and
16   
17        WHEREAS, although improvements in the child protection
18   system are continually being made, either formally through
19   statutory amendments or informally through collaboration and
20   cooperation, there still remain specific issues that need to be
21   examined and may need legislation; now, therefore,
22   
23        BE IT RESOLVED by the House of Representatives of the
24   Twentieth Legislature of the State of Hawaii, Regular Session
25   of 1999, that the Roundtable is requested to convene a task
26   force of its members or to convene itself as a task force to
27   examine issues concerning:
28   
29        (1)  Expanding the criteria for reporting abuse cases;
30   
31        (2)  Amending section 702-235, Hawaii Revised Statutes,
32             relating to ineffective consent for purposes of the
33             Penal Code;
34   
35        (3)  Amending the procedures relating to out-of-family
36             abuse;

 1        (4)  Amending section 577-1, Hawaii Revised Statutes,
 2             relating to the age of majority;
 3   
 4        (5)  Evaluating the manner in which guardian ad litem
 5             services are provided;
 6   
 7        (6)  Changing the licensing and training requirements for
 8             specially licensed relative foster boarding homes;
 9   
10        (7)  Examining incidences of child exploitation and their
11             relationship to child abuse and neglect; and
12   
13        (8)  Evaluating other circumstances that endanger the
14             welfare of a child in cases of criminal child abuse;
15   
16   and
17   
18        BE IT FURTHER RESOLVED that the Roundtable, with the
19   assistance of the Department of Human Services, report its
20   findings and recommendations to the Legislature no later than
21   twenty days prior to the convening of the Regular Session of
22   2000; and
23   
24        BE IT FURTHER RESOLVED that certified copies of this
25   Resolution be transmitted to the Child Protection Legislative
26   Roundtable and the Director of Human Services.
