                     HOUSE  RESOLUTION

  REQUESTING THE CHILD PROTECTIVE SERVICES ROUNDTABLE TO FORM A
    TASK FORCE TO EXAMINE AND DISCUSS SELECTED ISSUES RELATING
    TO CHILD ABUSE.
 


 1        WHEREAS, the Child Protective Services Roundtable (CPS
 2   Roundtable) is an ad hoc group of service providers and medical
 3   specialists in child protection; and
 4   
 5        WHEREAS, the CPS Roundtable has been instrumental in
 6   improving the child protective services system, including the
 7   enactment of its recommendations in Act 134, Session Laws of
 8   Hawaii 1998; and
 9   
10        WHEREAS, the CPS Roundtable is continuing to meet and to
11   discuss issues relating to child protection, in the recognition
12   that the child protective services system is not perfect and
13   that ongoing communication benefits all participants in their
14   work among themselves on a daily basis in detecting,
15   preventing, and treating child abuse; and
16   
17        WHEREAS, although improvements in the child protective
18   services system are continually being made, either formally
19   through statutory amendments or informally through
20   collaboration and cooperation among the parties involved in
21   child protection, there still remains specific issues that need
22   to be examined and may need legislation; now, therefore,
23   
24        BE IT RESOLVED by the House of Representatives of the
25   Twentieth Legislature of the State of Hawaii, Regular Session
26   of 1999, that the CPS Roundtable is requested to convene a task
27   force of its members or to convene itself as a task force to
28   examine issues concerning:
29   
30        (1)  Expanding the criteria for reporting abuse cases;
31   
32        (2)  Amending section 702-235, Hawaii Revised Statutes,
33             relating to ineffective consent for purposes of the
34             Penal Code;

 2        (3)  Amending the procedures relating to out-of-family
 3             abuse;
 4   
 5        (4)  Amending section 577-1, Hawaii Revised Statutes,
 6             relating to the age of majority;
 7   
 8        (5)  Evaluating the manner in which guardian ad litem
 9             services are provided;
10   
11        (6)  Changing the licensing and training requirements for
12             specially licensed relative foster boarding homes;
13   
14        (7)  Examining incidences of child exploitation and their
15             relationship to child abuse and neglect; and
16   
17        (8)  Evaluating other circumstances that endanger the
18             welfare of a child in cases of criminal child abuse;
19   
20   and
21   
22        BE IT FURTHER RESOLVED that the CPS Roundtable, with the
23   assistance of the Department of Human Services, report its
24   findings and recommendations to the Legislature no later than
25   twenty days prior to the convening of the Regular Session of
26   2000; and
27   
28        BE IT FURTHER RESOLVED that certified copies of this
29   Resolution be transmitted to the CPS Roundtable and the
30   Department of Human Services.
