                     HOUSE RESOLUTION

REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO STUDY
THE FLOOD PROBLEMS OF MAKAHA VALLEY.

WHEREAS the Makaha Valley area has problems with flooding,
including the erosion of existing dirt and ditches; and

WHEREAS heavy rains clog the valley which overflows into
  the surrounding area; and

WHEREAS Makaha Valley does not include federal land so that
a federal flood control study is not possible; and

WHEREAS the purpose of a flood study is to provide the city
and county of Honolulu with specific engineering
recommendations for the control of storm drainage throughout
the study area to reduce repetitive flooding to residents and
businesses in the area and to reduce the constant drain on
city, state and federal resources whenever a flood occurs; now,
  therefore,

BE IT RESOLVED by the House of Representatives of the
Twentieth Legislature of the State of Hawaii, Regular Session
of 1999, that the department of land and natural resources is
requested to study the flooding problem in Makaha Valley
including creating a Makaha Valley stormwater drainage master
  plan; and

BE IT FURTHER RESOLVED that certified copies of this
resolution be presented to the Speaker of the House, the
