                     HOUSE CONCURRENT
                        RESOLUTION

REQUESTING HAWAII'S CONGRESSIONAL DELEGATION TO ASSIST IN
   RESOLVING THE FLOODING PROBLEM IN THE WAILUPE STREAM AREA.  



 1       WHEREAS, Wailupe stream is susceptible to flooding and
 2   currently has an erosion problem; and
 3   
 4       WHEREAS, due to erosion of the stream, some homeowners may
 5   experience loss of part of their property; and
 6   
 7       WHEREAS, the Army Corps of Engineers studied the problem
 8   but was not able to establish a federal interest in going on
 9   with the study or project, therefore the study was terminated;
10   and
11   
12       WHEREAS, the Corps found that the project did not meet the
13   benefit/cost ratio criteria; and
14   
15       WHEREAS, the Corps study did not take into account the
16   higher cost of construction in Hawaii; and
17   
18       WHEREAS, the homeowners near the stream are concerned that
19   there may be damage to their property if the erosion problem is
20   not fixed; now, therefore,
21   
22       BE IT RESOLVED by the House of Representatives of the
23   Twentieth Legislature of the State of Hawaii, Regular Session
24   of 1999, the Senate concurring, that Hawaii's congressional
25   delegation is requested to assist in resolving the flooding
26   problem in the Wailupe stream area; and
27   
28       BE IT FURTHER RESOLVED that the Department of Land and
29   Natural Resources and the City and County of Honolulu
30   Department of Design and Construction are requested to:
31   
32       1.  Update Hawaii's congressional delegation on the
33           problems related to Wailupe stream;

 1       2.  Discuss the measures necessary to correct the problems;
 2           and 
 3   
 4       3.  Assist in urging the Army Corps of Engineers to: 
 5   
 6           a.  Re-evaluate the benefit/cost ratio criteria; 
 7   
 8           b.  Create plans, specifications and estimates for the
 9               Wailupe stream flood control project; and
10   
11           c.  Obtain funding for the planning and construction of
12               the flood control project; 
13   
14   and
15   
16       BE IT FURTHER RESOLVED that the department shall report
17   findings and recommendations to the legislature no later than
18   twenty days prior to the convening of the regular session of
19   2000; and
20   
21       BE IT FURTHER RESOLVED that certified copies of this
22   concurrent resolution be submitted to the Governor, the Mayor
23   of the City and County of Honolulu, the Chair of the Board of
24   Land and Natural Resources, the Director of the City and County
25   of Honolulu Department of Design and Construction, the members
26   of Hawaii's congressional delegation and the Commander of the
27   U.S. Army Corps of Engineers.
