                     HOUSE  CONCURRENT
                        RESOLUTION


REQUESTING THE UNIVERSITY OF HAWAII TO REVIEW ITS TUITION WAIVERS
   WITH RESPECT TO THEIR APPLICABILITY TO ITS STRATEGIC PLAN.



 1       WHEREAS, the University of Hawaii (University) offers
 2   tuition waivers to students based on various criteria, and,
 3   prior to 1995, the Legislature mandated certain types of
 4   tuition waivers; and
 5   
 6       WHEREAS, for example, in 1986 the Legislature passed Act
 7   309, Session Laws of Hawaii (SLH) 1986, which granted tuition
 8   waivers to Vietnam veterans, and Act 234, SLH 1986, which
 9   granted tuition waivers to students who agree to pursue a
10   teaching degree and subsequently teach in Hawaii's public
11   schools; and
12   
13       WHEREAS, in addition, in 1993 the Legislature passed Act
14   360, SLH 1993, which mandated that the University waive all
15   tuition fees for 250 Hawaii students in addition to tuition
16   waivers that were already being granted; and
17   
18       WHEREAS, prior to 1995, University tuition revenues, which
19   constitute a significant portion of overall University
20   revenues, were deposited in the state general fund; and
21   
22       WHEREAS, recognizing that the University should have more
23   control over its resources, in 1995 the Legislature passed Act
24   161, SLH 1995, which created a special fund under University
25   control for the deposit of tuition revenues; and
26   
27       WHEREAS, Act 161, SLH 1995, also repealed mandates for
28   tuition waivers, thereby in effect authorizing the University
29   to determine how and to whom tuition waivers should be granted;
30   and
31   
32       WHEREAS, the granting of tuition waivers should be
33   consistent with and supportive of the strategic plan of the
34   University; now, therefore,

 1       BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 1999, the Senate concurring, that the University of Hawaii
 4   is requested to review its tuition waivers with respect to
 5   their applicability to its strategic plan; and
 6   
 7       BE IT FURTHER RESOLVED that the President of the University
 8   of Hawaii submit a report of the tuition waiver review to the
 9   Legislature no later than twenty days prior to the convening of
10   the Regular Session of 2000; and
11   
12       BE IT FURTHER RESOLVED that certified copies of this
13   Concurrent Resolution be transmitted to the Chair of the Board
14   of Regents and the President of the University of Hawaii.
