                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THE GOVERNOR TO RETURN TO THE HOUSE OF REPRESENTATIVES
   CERTAIN BILLS. 


 1       WHEREAS, article VII, section 9 of the Constitution of the
 2   State of Hawaii provides:
 3   
 4            In [each regular session in an odd-numbered year]...no
 5            appropriation bill...shall be passed on final reading
 6            until the bill authorizing operating expenditures for
 7            the ensuing fiscal biennium, to be known as the
 8            general appropriations bill, shall have been
 9            transmitted to the governor;
10   and
11   
12       WHEREAS, the following bills authorizing the issuance of
13   special purpose revenue bonds have passed third reading in both
14   the House of Representatives and the Senate:
15   
16       (1)  H.B. No. 801, H.D.1, Relating to Special Purpose
17            Revenue Bonds for Processing Enterprises;
18   
19       (2)  H.B. No. 1286, H.D. 1, Relating to Special Purpose
20            Revenue Bonds for North Hawaii Community Hospital,
21            Inc.;
22   
23       (3)  H.B. No. 1287, H.D. 1, Relating to the Issuance of
24            Special Purpose Revenue Bonds to Assist the Gas
25            Utility Serving the General Public; and
26   
27       (4)  H.B. No. 1595, H.D. 1, Relating to the Issuance of
28            Special Purpose Revenue Bonds to Assist Waste
29            Processing Enterprises;
30   and
31   
32       WHEREAS, these four bills may be considered appropriation
33   bills; and
34   
35       WHEREAS, on April 6, 1999, the Senate passed these four
36   bills on third reading without amendments to the House
37   versions, thereby constituting final reading, and transmitted
38   them to the House of Representatives on the same day; and

 1       WHEREAS, on April 7, 1999, the House of Representatives
 2   transmitted all four bills to the Governor for approval; and
 3   
 4       WHEREAS, pursuant to House of Representatives Rule No. 43a,
 5   the House of Representatives desires to recall these four bills
 6   from the Governor for return to the Senate for further action
 7   in conformance with the Constitution of the State of Hawaii;
 8   now, therefore,
 9   
10       BE IT RESOLVED by the House of Representatives of the
11   Twentieth Legislature of the State of Hawaii, Regular Session
12   of 1999, the Senate concurring, that the Governor is requested
13   to return the following bills to the House of Representatives
14   for further action by the Legislature:
15   
16       (1)  H.B. No. 801, H.D. 1, Relating to Special Purpose
17            Revenue Bonds for Processing Enterprises;
18   
19       (2)  H.B. No. 1286, H.D. 1, Relating to Special Purpose
20            Revenue Bonds for North Hawaii Community Hospital,
21            Inc.;
22   
23       (3)  H.B. No. 1287, H.D. 1, Relating to the Issuance of
24            Special Purpose Revenue Bonds to Assist the Gas
25            Utility Serving the General Public; and
26   
27       (4)  H.B. No. 1595, H.D. 1, Relating to the Issuance of
28            Special Purpose Revenue Bonds to Assist Waste
29            Processing Enterprises;
30   and
31   
32       BE IT FURTHER RESOLVED that a certified copy of this
33   Concurrent Resolution be transmitted to the Governor.
