                     HOUSE CONCURRENT
                        RESOLUTION
URGING THE UNITED STATES CONGRESS AND THE PRESIDENT OF THE UNITED
   STATES TO RENEW, OR EXAMINE OTHER OPPORTUNITIES TO PROVIDE,
   LOW-INCOME RENTAL HOUSING THROUGH THE UNITED STATES
   DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.



 1       WHEREAS, more than 30,000 Hawaii households now have
 2   affordable rent through the U.S. Department of Housing and
 3   Urban Development (HUD) project-based Section 8 program; and
 4   
 5       WHEREAS, in this program, HUD directly subsidizes buildings
 6   which are owned by private entities; and
 7   
 8       WHEREAS, originally subsidized for a term of twenty years,
 9   every unit in these buildings are now at risk of converting to
10   market rate rent due to HUD's yearly contract renewals,
11   shrinking subsidies, and the Mark to Market program; and
12   
13       WHEREAS, since the twenty-year commitment has expired, more
14   and more owners are putting their units up for sale or
15   converting them to market rate rent; and
16   
17       WHEREAS, this action is displacing many elderly and low-
18   income individuals into homelessness; and
19   
20       WHEREAS, one way to resolve this problem is to provide more
21   low-income rental housing through HUD; now, therefore,
22   
23       BE IT RESOLVED by the House of Representatives of the
24   Twentieth Legislature of the State of Hawaii, Regular Session
25   of 1999, the Senate concurring, that the United States Congress
26   and the President of the United States are urged to renew, or
27   examine other opportunities to provide, low-income rental
28   housing through the United States Department of Housing and
29   Urban Development; and
30   
31       BE IT FURTHER RESOLVED that the Housing and Community
32   Development Corporation of Hawaii (Corporation) examine the
33   extent of this problem in Hawaii; and

 1       BE IT FURTHER RESOLVED that the Corporation submit its
 2   findings to the Legislature no later than twenty days prior to
 3   the convening of the Regular Session of 2000; and
 4   
 5       BE IT FURTHER RESOLVED that certified copies of this
 6   Concurrent Resolution be transmitted to the President of the
 7   United States, the Speaker of the United States House of
 8   Representatives, the President of the United States Senate, and
 9   the Executive Director of the Housing and Community Development
10   Corporation of Hawaii.
