                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THE KAMEHAMEHA SCHOOLS BERNICE PAUAHI BISHOP ESTATE TO
   CONDUCT A FEASIBILITY STUDY ON ESTABLISHING AN ELEMENTARY
   SCHOOL ON THE ISLAND OF KAUAI. 


 1       WHEREAS, the Kamehameha Schools Bernice Pauahi Bishop
 2   Estate (KSBE) exists to educate children and youth of Hawaiian
 3   ancestry; and 
 4   
 5       WHEREAS, roughly 40 percent of Hawaiian school-aged
 6   children live on the neighbor islands where prior to 1996, no
 7   dominant physical presence of KSBE existed; and
 8   
 9       WHEREAS, new elementary schools have been built on the
10   islands of Maui and Hawaii to provide better educational
11   opportunities; and
12   
13       WHEREAS, even though an additional school is currently
14   under construction on both Maui and Hawaii, Kauai continues to
15   be the only Department of Education (DOE) school district
16   without the presence of a KSBE center-based elementary school;
17   and
18       
19       WHEREAS, according to the 1998 Native Hawaiian Data Book,
20   roughly 29 percent of the population of school-aged children on
21   Kauai is Hawaiian, which is comparable to the percentage for
22   the island of Maui; and
23   
24       WHEREAS, KSBE's involvement on Kauai consists of 2
25   preschool programs, scholarships for Kauai DOE summer school,
26   and limited spaces for boarders in intermediate and high school
27   at the Oahu campus, educational opportunities by KSBE for
28   Hawaiian children on the island of Kauai is not comparable to
29   those of the other school districts; now, therefore,
30   
31       BE IT RESOLVED by the House of Representatives of the
32   Twentieth Legislature of the State of Hawaii, Regular Session
33   of 1999, the Senate concurring, that the Kamehameha Schools
34   Bernice Pauahi Bishop Estate is requested to conduct a
35   feasibility study on establishing an elementary school on the
36   island of Kauai; and

 1       BE IT FURTHER RESOLVED that the study include, but not be
 2   limited to:
 3   
 4       (1)  a strategic geographic location for the new school
 5            that takes into account those districts with the
 6            highest concentrations of Hawaiian school-aged
 7            children; and
 8   
 9       (2)  the appropriate framework for instruction at the new
10            school that takes into account the population of the
11            children to be served; and
12   
13       BE IT FURTHER RESOLVED that KSBE is requested to report its
14   findings to the Legislature not later than twenty days before
15   the convening of the Regular Session of 2000; and
16   
17       BE IT FURTHER RESOLVED that certified copies of this
18   Concurrent Resolution are submitted to the Trustees of the
19   Kamehameha Schools Bernice Pauahi Bishop Estate.
