                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING THE DEPARTMENT OF HUMAN SERVICES TO ADOPT INFANT AND
   CHILD CARDIOPULMONARY RESUSCITATION IN THEIR ADMINISTRATIVE
   RULES GOVERNING LICENSURE AND REGISTRATION OF CHILD CARE
   PROVIDERS. 


 1       WHEREAS, injuries are one of the leading causes of death
 2   and disability in children, and annual pediatric injuries
 3   account for approximately 25,000 deaths, 600,000 hospital
 4   admissions, and 16 million emergency department visits; and
 5   
 6       WHEREAS, even in safe environments, children can get hurt,
 7   the extent of injury can be minimized and death may be
 8   prevented by the actions of a trained caregiver; and  
 9   
10       WHEREAS, 32 states and/or territories require that child
11   care providers be trained and certified in cardiopulmonary
12   resuscitation (CPR) as a pre-service requirement or within the
13   first year of licensure, mandating a current valid certificate
14   to be maintained thereafter; and 
15   
16       WHEREAS, in cities such as Seattle, WA and Rochester, MN,
17   early access to emergency medical services, early CPR, and
18   early defibrillation have dramatically increased survival rates
19   of cardiac arrest victims; and
20   
21       WHEREAS, unlike sudden, primary cardiac arrest, respiratory
22   or circulatory failure which progresses to cardiopulmonary
23   failure, culminating in pulseless cardiac arrest is more common
24   in young children; and
25   
26       WHEREAS, when prompt resuscitation is provided, the
27   survival rate for children suffering respiratory arrest exceeds
28   50% and most patients survive neurologically intact; and
29   
30       WHEREAS, training like the American Heart Association's
31   Pediatric Basic Life Support course, the American Red Cross'
32   Infant and Child CPR course, or the Queen's Medical Center's
33   Totsaver CPR classes, which take an average of 6 hours to
34   complete, provides caregivers with the knowledge of CPR and
35   other tips to provide the safest possible environment for young
36   children; and

 1       WHEREAS, the Department of Human Services already requires
 2   at least one person on the premises of a child care facility or
 3   care home to be trained and certified in first aid; now,
 4   therefore, 
 5   
 6       BE IT RESOLVED by the House of Representatives of the
 7   Twentieth Legislature of the State of Hawaii, Regular Session
 8   of 1999, the Senate concurring, that the Department of Human
 9   Services is requested to include infant and child CPR training
10   and certification in their administrative rules governing
11   licensure and registration for all childcare providers; and
12   
13       BE IT FURTHER RESOLVED that a certified copy of this
14   Resolution be transmitted to the Director of Human Services.
