                     HOUSE  CONCURRENT
                        RESOLUTION
   
  URGING THE UNITED STATES CONGRESS, THE PRESIDENT OF THE UNITED
    STATES, AND THE SECRETARY OF THE DEPARTMENT OF HEALTH AND
    HUMAN SERVICES TO SUPPORT HAWAII'S CONGRESSIONAL
    DELEGATION'S EFFORT TO AMEND THE SOCIAL SECURITY ACT.


 1        WHEREAS, an administrative fee to process the state
 2   supplement for Supplemental Security Income was implemented by
 3   section 5102 of the Balanced Budget Act of 1997; and
 4   
 5        WHEREAS, the administrative fee to process the state
 6   supplement for Supplemental Security Income increases annually,
 7   and in fiscal year 2003 will increase to coincide with the
 8   Consumer Price Index; and
 9   
10        WHEREAS, there is no increase in the services provided by
11   the Social Security Administration; and
12   
13        WHEREAS, therefore, in fiscal year 1999, Hawaii is paying
14   $7.60 to issue a supplement of $4.90; and
15   
16        WHEREAS, Hawaii must continue to pay the administrative
17   fee to avoid jeopardizing Medicaid reimbursements; and
18   
19        WHEREAS, the contracting of the state supplement for
20   Supplemental Security Income to a private vendor will decrease
21   eligibility for Aged, Blind, and Disabled individuals because
22   the Social Security Administration will allow the State to use
23   only the Supplemental Security Income Federal Benefit Rate as
24   the standard of assistance for all individuals regardless of
25   living arrangement; now, therefore,
26   
27        BE IT RESOLVED by the House of Representatives of the
28   Twentieth Legislature of the State of Hawaii, Regular Session
29   of 1999, the Senate concurring, that this body urges the United
30   States Congress, the President of the United States, and the
31   Secretary of Health and Human Services to support United States
32   Senator Daniel K. Akaka, United States Senator Daniel K.
33   Inouye, United States Representative Neil Abercrombie, and
34   United States Representative Patsy T. Mink's federal
35   legislation to amend the Social Security Act in the following
36   manner:

 1        (1)  To allow Hawaii to not issue a state supplement for
 2             Supplemental Security Income;
 3   
 4        (2)  To limit the cost of the administrative fees to
 5             process the state supplement for Supplemental
 6             Security Income by determining a maximum fee;
 7   
 8        (3)  To prohibit the Social Security Administration from
 9             increasing the amount of administrative fees to
10             process the state supplement for Supplemental
11             Security Income without any increase in services; and
12   
13        (4)  To allow Hawaii to contract the processing of state
14             supplements for Supplemental Security Income to a
15             private vendor without being penalized by decreasing
16             the standard of assistance to the Federal Benefit
17             Rate only; and
18   
19        BE IT FURTHER RESOLVED that certified copies of this
20   Concurrent Resolution be transmitted to the President of the
21   United States Senate, the Speaker of the United States House of
22   Representatives, the President of the United States, the
23   Secretary of the United States Department of Health and Human
24   Services, and the members of Hawaii's congressional delegation.
