                     HOUSE  CONCURRENT
                        RESOLUTION
  REQUESTING THE EAST-WEST CENTER TO ESTABLISH AN "ASIA PACIFIC
    CENTER" TO SERVE AS A CLEARINGHOUSE FOR DOING BUSINESS IN
    ASIA AND THE UNITED STATES.



 1        WHEREAS, Hawaii, as an island state, cannot be self-
 2   reliant but must depend on conducting continuous and successful
 3   trade with the rest of the world, including Asia and the
 4   mainland United States in order to survive; and
 5   
 6        WHEREAS, although the State is known for its dependence on
 7   imports such as fuel for energy generation, food produce, and
 8   other commodities and products, it is not particularly well
 9   known for the success of its exports, other than tourism
10   products; and
11   
12        WHEREAS, in order to improve the quality of life and the
13   standard of living for our residents, the State must not only
14   maintain, but improve, its balance of trade by boosting its
15   exports; and
16   
17        WHEREAS, Hawaii is located at the crossroads of the Asia-
18   Pacific region and is ideally situated to enable businesses in
19   the state to do business with countries in both Asia and the
20   United States; and
21   
22        WHEREAS, although companies in the state naturally tend to
23   do business with other states on the mainland, there is less
24   contact with Asian countries; and
25   
26        WHEREAS, there is inadequate support for either the study
27   of trade or promotion of trade with Asian countries and the
28   mainland states or for assisting and improving the efforts of
29   Hawaii's businesses at conducting business with Asian countries
30   or with the mainland states; and
31   
32        WHEREAS, an "Asia Pacific Center" located at the East-West
33   Center could be a clearinghouse for businesses from Asia and
34   the Pacific and the United States to exhibit their products and
35   services and serve as a broker of education and business
36   transactions between interested parties from the East and West;

 1   now, therefore,
 2   
 3        BE IT RESOLVED by the House of Representatives of the
 4   Twentieth Legislature of the State of Hawaii, Regular Session
 5   of 1999, the Senate concurring, that the East-West Center is
 6   requested to establish an Asia Pacific Center for doing
 7   business in Asia and on the United States mainland to assist
 8   and improve the efforts of Hawaii's businesses at conducting
 9   business in Asia and America; and
10   
11        BE IT FURTHER RESOLVED that a certified copy of this
12   Concurrent Resolution be transmitted to the President of the
13   East-West Center.
