                     HOUSE CONCURRENT
                        RESOLUTION

REQUESTING THE DEPARTMENT OF TRANSPORTATION TO STUDY NEW ROUTES
   FOR THE HONOLULU MARATHON.

WHEREAS, the Honolulu Marathon, one of the largest marathons
in the world, generates $87 million to the State's economy each
year, to the burden of all East Honolulu residents; and

WHEREAS, other residents of the State can share in the
burden of hosting 27,000+ runners by shifting the Honolulu
Marathon route to other parts of Honolulu, creating a more
interesting route and marathon event; and

WHEREAS, the Honolulu Marathon virtually "closes down" East
Honolulu preventing businesses, restaurants, and churches from
operating from 4:00 a.m. to 1:00 p.m. from lack of traffic flow,
year after year; and

WHEREAS, traffic is jammed from 4:00 a.m. to 1:00 p.m.,
preventing East Honolulu residents from leaving their homes,
going to church, engaging in sports activities, eating meals,
participating in events, or traveling anywhere without being
caught in traffic for an hour, effectively making residents
"hostages" in their own homes; and

WHEREAS, traffic lanes are closed down when there are
straggling runners, causing further delays to traffic, to the
frustration of East Honolulu residents who are trying to get to
other destinations; now, therefore,

BE IT RESOLVED by the House of Representatives of the
Twentieth Legislature of the State of Hawaii, Regular Session of
1999, the Senate concurring, that the Department of
Transportation, in consultation with the Honolulu Marathon
Committee, is requested to study alternate routes for future

BE IT FURTHER RESOLVED that the department shall report its
findings and recommendations to the legislature no later than
twenty days prior to the convening of the Regular Session of
