                     HOUSE  CONCURRENT
                        RESOLUTION


REQUESTING A STUDY ON THE SALARY SCALE FOR EDUCATIONAL OFFICERS.



 1       WHEREAS, educational officers perform critical functions,
 2   as is evident by the research finding that the school principal
 3   is the factor with the greatest impact upon the quality of
 4   education at any school; and
 5   
 6       WHEREAS, however, the salary scale of educational officers
 7   is unfair since the number of years of service rendered by an
 8   educational officer does not correlate with salary, since there
 9   are many educational officers with fewer years of service who
10   earn much more than those with more years of service; and
11   
12       WHEREAS, for example, many experienced principals earn less
13   than the vice-principals they train, and in a number of schools
14   the principals earn less than many of the teachers they
15   supervise; and
16   
17       WHEREAS, the problem is the result of the salaries of
18   teachers increasing in recent years at a much faster rate than
19   the salaries of educational officers; and
20   
21       WHEREAS, when a teacher becomes an administrator, he or she
22   receives an eight percent increase in pay, so those who make
23   the transition today move into higher salaries than those who
24   have been working as educational officers for many years; and
25   
26       WHEREAS, the unfair salary scale has been demoralizing to
27   veteran educational officers, and is also becoming a serious
28   recruitment problem; now, therefore,
29   
30       BE IT RESOLVED by the House of Representatives of the
31   Twentieth Legislature of the State of Hawaii, Regular Session
32   of 1999, the Senate concurring, that the Legislative Reference
33   Bureau study the inequities in the salaries of educational
34   officers and to develop a fair salary schedule for educational
35   officers; and

 1       BE IT FURTHER RESOLVED that the Legislative Reference
 2   Bureau submit to the Legislature no later than twenty days
 3   prior to the convening of the Regular Session of 2000 a report
 4   of its findings and recommendations, including proposed
 5   legislation if needed; and
 6   
 7       BE IT FURTHER RESOLVED that certified copies of this
 8   Concurrent Resolution be transmitted to the Director of the
 9   Legislative Reference Bureau, the Governor, the Chairperson of
10   the Board of Education, and the Executive Director of the
11   Hawaii Government Employees Association.
