                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF TRANSPORTATION TO CONDUCT A
    FEASIBILITY STUDY TO PLAN, DESIGN, ACQUIRE LAND, AND
    CONSTRUCT A SECOND ENTRANCE INTO AND EXIT OUT OF WHITMORE
    VILLAGE.


 1        WHEREAS, the community of Whitmore Village in the north
 2   central region of Oahu is accessible by only one road that
 3   leads into and out of that community; and
 4   
 5        WHEREAS, in addition to the inconvenience for Whitmore
 6   residents, the lack of an alternate route leaves village
 7   residents isolated in the event of an emergency that cuts of
 8   access to that road; and
 9   
10        WHEREAS, for example, the occurrence of a major accident,
11   hazardous condition, or other emergency on the route leading
12   into Whitmore may leave Whitmore residents inaccessible to
13   emergency vehicles; and
14   
15        WHEREAS, the construction of a second entrance into and
16   exit out of Whitmore will provide greater accessibility to that
17   village, especially in times of emergency; now, therefore,
18   
19        BE IT RESOLVED by the House of Representatives of the
20   Twentieth Legislature of the State of Hawaii, Regular Session
21   of 1999, the Senate concurring, that the Department of
22   Transportation is requested to conduct a feasibility study to
23   plan, design, acquire land, and construct a second entrance
24   into and exit out of Whitmore Village; and
25   
26        BE IT FURTHER RESOLVED that the Department of
27   Transportation is requested to report its findings and
28   recommendations to the Legislature no later than twenty days
29   before the convening of the Regular Session of 2000; and
30   
31        BE IT FURTHER RESOLVED that a certified copy of this
32   Concurrent Resolution be transmitted to the Director of
33   Transportation.
