                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO
    STUDY THE FEASIBILITY OF CONSTRUCTING A BOAT RAMP FOR USE
    BY RECREATIONAL USERS AT CAPE KUMUKAHI/KAPOHO BAY.


 1        WHEREAS, for centuries the ocean has been a source of
 2   recreation and livelihood for Hawaii's people; and
 3   
 4        WHEREAS, the proper stewardship of the ocean requires
 5   attention to many issues, including ecological considerations,
 6   fishing regulations, and safe and proper access to the ocean;
 7   and
 8   
 9        WHEREAS, commercial fishermen and recreational users on
10   the Big Island require safe and proper facilities to provide
11   access to the ocean; and
12   
13        WHEREAS, the present boat ramp facility at Pohoiki is a
14   source of considerable user conflict between commercial
15   fishermen and recreational users; and
16   
17        WHEREAS, the Pohoiki facility is identified on the
18   Department of Land and Natural Resources' "25 Hot Spots"; and
19   
20        WHEREAS, it is incumbent upon government as the steward of
21   the State's marine resources, to provide safe and proper access
22   to the ocean for Pohoiki ramp users; and
23   
24        WHEREAS, Cape Kumukahi represents 1300 acres of land that
25   can be designated for a regional recreation facility to include
26   camping, shoreline and recreational uses including tidepool
27   recreation, shoreline fishing, and bird watching; and
28   
29        WHEREAS, the Cape Kumukahi recreational area would also be
30   an ideal site for a boat ramp for recreational users; and
31   
32        WHEREAS, separate boat ramps for recreational and
33   commercial users would ease the present conflict at Pohoiki and
34   provide an equitable solution for all users requiring safe and
35   proper access to the ocean; now, therefore,

 1        BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 1999, the Senate concurring, that the Department of Land and
 4   Natural Resources is requested to study the feasibility of
 5   constructing a boat ramp at Cape Kumukahi/Kapoho Bay to
 6   alleviate the user conflict at the Pohoiki boat ramp; and
 7   
 8        BE IT FURTHER RESOLVED that in the alternative, the
 9   Department consider the construction of a regional recreational
10   facility at Cape Kumukahi, that includes camping, shoreline
11   recreational use, and a boat ramp for recreational users; and
12   
13        BE IT FURTHER RESOLVED that the Department is requested to
14   report its findings and recommendations to the Legislature
15   twenty days before the convening of the Regular Session of
16   2000; and
17   
18        BE IT FURTHER RESOLVED that a certified copy of this
19   Concurrent Resolution be transmitted to the Chairperson of the
20   Board of Land and Natural Resources.
