                   A  BILL  FOR  AN  ACT

RELATING TO PROJECT FAITH.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Hawaiian community of Anahola, Kaua`i, is
 
 2 seeking a creative, innovative way to revitalize itself through
 
 3 the creation of a Hawaiian commercial cultural center project
 
 4 called Project Faith.  Project Faith, as envisioned by the
 
 5 Anahola Homesteaders Council, will develop an economic
 
 6 development and infrastructure master plan to form a community
 
 7 based commercial-cultural center to benefit native Hawaiians who
 
 8 reside on homestead lands in Anahola.  The project will help
 
 9 develop solutions to combat high unemployment, social depression,
 
10 rising elderly population in need of care, and community
 
11 deterioration.
 
12      The expected outcome of Project Faith will be to provide
 
13 long-term jobs, native business entrepreneurial opportunities,
 
14 and job training for youths, and enhance cultural relevance and
 
15 preservation for native Hawaiians.  Project goals include the
 
16 building of a one hundred-bed capacity elderly nursing care
 
17 facility, a twenty-unit studio apartment facility for independent
 
18 living for the elderly, an early education and child care
 
19 facility, a fire station, commercial office space, a cultural
 
20 pavilion, a post office, and a convenience store.

 1      These initial components have received strong support.
 
 2 According to the department of Hawaiian home lands, it is
 
 3 committed to leasing the seventeen-acre parcel identified for use
 
 4 by Project Faith to the Anahola Homesteaders Council.  The
 
 5 community, business, and governmental support for Project Faith
 
 6 is widespread, and it has received support from Bank of Hawaii,
 
 7 the United States Department of Agriculture Rural Development in
 
 8 Hawaii, Queen Lili`uokalani Children's Center, the Kapaa Business
 
 9 Association, the Small Business Development Center Network of
 
10 Kaua'i Community College, the Kauai Business Assistance
 
11 Corporation, and the Kauai county council.
 
12      The purpose of this Act is to appropriate funds to assist
 
13 with the implementation of Project Faith.
 
14      SECTION 2.  There is appropriated out of the general
 
15 revenues of the State of Hawaii the sum of $        or so much
 
16 thereof as may be necessary for fiscal year 1999-2000 for the
 
17 purpose of funding Project Faith through the Anahola Homesteaders
 
18 Council.
 
19      SECTION 3.  The sum appropriated shall be expended by the
 
20 department of hawaiian home lands for the purposes of this Act.
 
21      SECTION 4.  This Act shall take effect on July 1, 1999.
