                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR A WAIALUA-HALEIWA STORMWATER DRAINAGE
   MASTER PLAN.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Waialua-Haleiwa flood plain is located on
 
 2 the northwestern coast of Oahu and has an approximate area of two
 
 3 square miles.  The watershed above the Waialua-Haleiwa flood
 
 4 plain is the largest on Oahu, containing an area of 96.5 square
 
 5 miles.  The primary purpose of the Waialua-Haleiwa stormwater
 
 6 drainage master plan is to provide the city and county of
 
 7 Honolulu with specific engineering recommendations for the
 
 8 control of storm drainage throughout the study area, to reduce
 
 9 repetitive flooding to residents and businesses in the area and
 
10 to reduce the constant drain on city, state, and federal
 
11 resources whenever a flood occurs.
 
12      Other important goals to be accomplished are complying with
 
13 new federal and state requirements for reducing pollution
 
14 associated with the city and county's storm drainage system, and
 
15 protecting natural resource areas that are or may be affected by
 
16 stormwater drainage.
 
17      Specific objectives of the plan are to:
 
18      (1)  Identify the major drainage basins and provide a
 
19           delineation of the basin boundaries and the major

 1           drainage system;
 
 2      (2)  Identify the hydraulic capacities and associated levels
 
 3           of protection afforded by the existing major drainage
 
 4           systems;
 
 5      (3)  Identify the houses that are or are not covered by
 
 6           flood insurance that are repeatedly flooded;
 
 7      (4)  Look at various ways to elevate, relocate, retrofit,
 
 8           and floodproof those insurable houses;
 
 9      (5)  Identify needs and opportunities to reduce stormwater
 
10           pollution loading, and to protect or enhance natural
 
11           resource areas that are, or may be, affected by
 
12           stormwater drainage;
 
13      (6)  Identify the capital improvement projects that will
 
14           solve or reduce existing drainage problems and provide
 
15           acceptable flood protection for the study area under
 
16           ultimate planned development conditions; and
 
17      (7)  Identify the criteria to plan, design, maintain, and
 
18           monitor storm drainage facilities.
 
19      As part of the storm drainage master planning efforts, the
 
20 following evaluations and reports will be prepared and submitted:
 
21      (1)  Initial problem identification report;
 
22      (2)  System evaluation report;
 
23      (3)  Stormwater drainage master plan report;

 1      (4)  Drainage system capacity evaluation;
 
 2      (5)  Water quality evaluation;
 
 3      (6)  Natural resources evaluation;
 
 4      (7)  Capital improvement plan;
 
 5      (8)  Design standards;
 
 6      (9)  Maintenance plan; and
 
 7     (10)  Stormwater monitoring.
 
 8      The Waialua-Haleiwa stormwater drainage master plan will
 
 9 benefit the city, State, and FEMA by identifying the houses that
 
10 are repeatedly damaged by floods and methods will be utilized to
 
11 get them out of harm's way.  This will reduce the cost incurred
 
12 by residents due to the floods, reduce strain to the city and
 
13 state government's resources in responding to floods, and will
 
14 cause less disruption to residents.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $500,000, or so much
 
17 thereof as may be necessary for fiscal year 1999-2000, for the
 
18 formation of a Waialua-Haleiwa stormwater drainage master plan.
 
19      SECTION 3.  The sum appropriated shall be expended by the
 
20 department of land and natural resources for the purposes of this
 
21 Act.
 
22      SECTION 4.  This Act shall take effect on July 1, 1999.
