                   A BILL FOR AN ACT

RELATING TO EDUCATION.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that college and career

counseling is critical at the secondary school level since most

students will, upon graduation, either go on to college or some

other form of postsecondary training, or enter the work force.

Some of these secondary schools have no counselors specified for

college or career planning. Regarding counselors in general,

Hawaii has a student-to-counselor ratio of 377:1 in its public

schools, compared with the 300:1 student-to-counselor ratio

recommended by the American School Counselors Association.

The purpose of this Act is to appropriate funds to provide

every public secondary school with at least one college/career

counselor, and with enough counselors to attain a student-to-

counselor ratio of 300:1.

SECTION 2. There is appropriated out of the general

revenues of the State of Hawaii the sum of $ , or so much

thereof as may be necessary for fiscal year 1999-2000, and the

sum of $ , or so much thereof as may be necessary for

fiscal year 2000-2001, for college/career counselors.

SECTION 3. The sums appropriated shall be expended by the
