Libraries


DESCRIPTION:
Establishes a community library assistance program through which
the state library system supports community efforts to create and
sustain libraries operated largely through volunteers.  Provides
that the assistance offered to the community by the library

                   A  BILL  FOR  AN  ACT

RELATING TO LIBRARIES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 312, Hawaii Revised Statutes, is amended
 
 2 by adding a new section to be appropriately designated and to
 
 3 read as follows:
 
 4      "312-     Community library assistance program.  There is
 
 5 established the community library assistance program to be placed
 
 6 administratively in the department of education.  The program
 
 7 shall be operated by the public library system to support
 
 8 community efforts to create and sustain libraries largely through
 
 9 the efforts of volunteers.  To qualify for assistance, community
 
10 libraries must be open to the public and contain materials of
 
11 general interest.
 
12      The program may provide the following kinds of assistance,
 
13 as needed:
 
14      (1)  Information to those interested in creating a community
 
15           library about how to start a library;
 
16      (2)  Staff support to operate a community library;
 
17      (3)  Equipment and supplies, including books, periodicals,
 
18           and other reading material;
 
19      (4)  Repair and maintenance support; and

 1      (5)  Any other assistance to facilitate the start-up of a
 
 2           community library or to ensure its continued operation.
 
 3 However, assistance to community libraries shall be limited to
 
 4 resources made available through appropriations authorized by the
 
 5 legislature for the program."
 
 6      SECTION 2.  There is appropriated out of the general
 
 7 revenues of the State of Hawaii the sum of $1 or so much thereof
 
 8 as may be necessary for fiscal year 1999-2000 and the sum of $1
 
 9 or so much thereof as may be necessary for fiscal year 2000-2001
 
10 for the community library assistance program.
 
11      SECTION 3.  The sums appropriated shall be expended by the
 
12 department of education for the purposes of this Act.
 
13      SECTION 4.  New statutory material is underscored.
 
14      SECTION 5.  This Act shall take effect on July 1, 1999.
