                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  As the twenty-first century approaches, the
 
 2 legislature finds that a well-developed mind, knowing how to
 
 3 learn, and the ability to put knowledge to work will increasingly
 
 4 determine success in the workplace.  Fully sixty per cent of the
 
 5 jobs in the year 2000 will require knowledge of information
 
 6 technologies.  Young people who leave school without the
 
 7 knowledge and foundation required to find and hold a good job
 
 8 will pay a high price -- throughout their working lives.  
 
 9      Act 309, Session Laws of Hawaii 1998, passed by the
 
10 nineteenth legislature and signed into law by the governor,
 
11 requires all pupils to be progressively competent in the use of
 
12 computer technology.  The purpose of this Act is to provide
 
13 funding for the purchase of computers, wiring, and teacher
 
14 training as a means to implement Act 309.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $          , or so
 
17 much thereof as may be necessary for fiscal year 1999-2000, for
 
18 the purchase of computers, wiring, and teacher training, thus
 
19 providing the means for all pupils to be progressively competent

 1 in the use of computer technology.
 
 2      SECTION 3.  The sum appropriated shall be expended by the
 
 3 department of education for the purposes of this Act.
 
 4      SECTION 4.  This Act shall take effect on July 1, 1999.
