                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE MILLENIUM YOUNG PEOPLE'S
   CONGRESS. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Millenium Young People's Congress (Congress)
 
 2 is scheduled to be held in Honolulu in October, 1999.  The
 
 3 Congress is sponsored by the Peace Child International, a London-
 
 4 based nonprofit organization that is sponsored by the United
 
 5 Nations.  It is anticipated that one thousand of the world's most
 
 6 active and enthusiastic young people, ages fifteen to eighteen,
 
 7 from one hundred eighty-nine countries, and their adult escorts,
 
 8 will attend the Congress.  The purpose of the Congress is for
 
 9 youth to determine key priorities for sustaining and improving
 
10 life in every nation of the world.  The results of the Congress
 
11 will be presented to world leaders in government, business, and
 
12 the community.  A television documentary will be made of the
 
13 event, as well as a computer game, two books published in Hawaii,
 
14 and an action fund established for future youth projects.
 
15      The legislature finds that the Congress is important to
 
16 Hawaii's economic development by attracting national and
 
17 international visitors to Hawaii, with the possibility of
 
18 television news coverage and a television documentary.  The

 1 legislature further finds that the youth visitors need a place to
 
 2 stay in Honolulu in private homes.
 
 3      The purpose of this Act is to appropriate funds to the
 
 4 department of business, economic development, and tourism to
 
 5 provide funds to ensure the safety and comfort of the Congress
 
 6 participants.  The funds will be used for planning and
 
 7 coordination of the stays with host families, transportation to
 
 8 and from the site of the Congress, and family support expenses
 
 9 such as stipends for those families who would like to host
 
10 delegates but cannot afford to.
 
11      SECTION 2.  There is appropriated out of the general
 
12 revenues of the State of Hawaii, the sum of $250,000, or so much
 
13 thereof as may be necessary for fiscal year 1999-2000, for the
 
14 Millenium Young People's Congress, for the purpose of funding
 
15 home stays in host family homes, including planning,
 
16 coordination, transportation, and family support stipends.
 
17      SECTION 3.  The sum appropriated shall be expended by the
 
18 department of business, economic development, and tourism for the
 
19 purposes of this Act.
 
20      SECTION 4.  This Act shall take effect on July 1, 1999.
