Requires the department of land and natural resources, with the collaboration of the department of agriculture, to identify, purchase, and rehabilitate freshwater reservoirs in central Maui suitable for fishing and agriculture. Authorizes the issuance of general obligation bonds to fund the purposes of this Act.
