Temporarily enables DHHL to begin construction on housing and other projects without having the full and final amount of the capital costs on hand at the beginning of the project. Sunsets June 30, 2012. Establishes procedures for DHHL to determine the disposition of lands and extensions of leases for commercial and multipurpose projects. Requires DHHL to submit annual reports and deposit commercial lease revenues into the Hawaiian Home Lands Trust Fund. Includes in the offense of murder in the second degree acts committed with the intent to cause serious bodily injury to another person, which result in the death of that person. Defines "simulated firearm" and makes the use of a simulated firearm during a robbery a robbery in the first degree and while committing an act of terroristic threatening a terroristic threatening in the first degree. Increases the annual vehicle registration fee by $1, which will be deposited into the Disability and Communication Access Board Special Fund to cover the costs of administering parking for persons with disabilities. Repeals the deposit of application fees for the credentialing of interpreters into the Special Fund, and the use of Special Fund monies to cover the costs of administering the program for their credentialing. RELATING TO PUBLIC CHARTER SCHOOLS.
Requires the department of education to make available vacant school facilities or portions of school facilities for use by charter schools, provided that the department may elect to use the facilities for education programs, with preference given to instructional purposes. Requires the charter school review panel (CSRP) to compile a prioritized list of charter schools that wish to use vacant school facilities or portions of school facilities. Makes changes to charter school funding. Requires the CSRP to determine a clear process with rigorous criteria for the reauthorization of charter schools. Requires the CSRP to reauthorize charter schools no later than four years following the initial issue of the charter, and every four years thereafter. Requires the charter school administrative office (CSAO) to withhold funds for its operational expenses, subject to certain requirements. Requires the CSAO to withhold the December 1 allocation of funds from any charter school that is not in compliance with the office financial reporting requirements. Requires the CSAO to report annually to the CSRP individual and aggregate operational and instructional expenditures of charter schools. Requires per-pupil allocation checks paid by the CSAO to individual charter schools to be co-signed by the executive director of the CSAO and an agent of the CSRP. Repeals the cap on the number of charter schools. Effective 7/1/2050.

GET Exemption; HHFDC Housing Development; Rental Income; Tax Credit; Residential Construction and Remodeling
RELATING TO TAXATION.
Part I ensures that claimants who receive GET exemptions continue to meet all criteria necessary to receive the exemptions. Increases the transparency of the process of approving and certifying certain GET exemptions. Adds a residency requirement for households in certain housing projects to qualify rental income from those households to be GET exempt. Amends the method of calculating the gross annual income of households to qualify certain persons or firms for a GET exemption. Part II provides a temporary tax credit for residential construction and remodeling projects. Requires a report to the legislature comparing the impact on jobs and the state budget for various tax credit schemes. Sunsets 12/31/2013. Effective 7/1/2020.
