RELATING TO SCHOOL SAFETY.
Requires, by July 1, 2015, the department of education to install classroom doors that lock and unlock under certain circumstances. Allows school principals or their designees to lock classroom doors when doing so is necessary to ensure safety.

Head Injury; Head Injury Awareness Program; Students
RELATING TO HEAD INJURIES.
Amends Act 197, Session Laws of Hawaii 2012, to expand the concussion education program to include all head injuries, extend the head injury education program to certain public and private school students, and provide immunity to those who comply with program protocols.

Financial Exploitation of an Elder; Mandatory Reporting
RELATING TO THE ELDERLY.
Creates offense of financial exploitation of an elder and provides enhanced penalties. Requires financial institutions to report suspected financial abuse of an elder to the appropriate police department and allows suspected financial abuse to be reported to the Department of Human Services. Requires the Department of Human Services to share records with police department or office of the prosecuting attorney.

Long-Term Care Insurance; Tax Credit
RELATING TO LONG-TERM CARE INSURANCE.
Provides tax credit to resident taxpayers for long-term care insurance premiums at 10% of the amount of the insurance premium paid. Prohibits a medical expense deduction for long-term care insurance cost if long-term care tax credit is claimed.

Establishes the goal that at least three per cent of the State's annual purchasing expenditures be awarded to veteran-owned businesses.
