Appropriates funds out of the energy security special fund for the EV charging system rebate program. Authorizes each county to adopt ordinances to enforce section 291-71, Hawaii Revised Statutes, including the establishment of penalties for failure to comply with its requirements or make reasonable efforts to maintain EV charging systems in working order. Establishes penalties for parking any vehicle in a parking space equipped with an electric vehicle charging system while not actively charging. Requires new EV charging systems installed pursuant to the EV charging system requirement to be at least Level 2 and network-capable beginning 1/1/2022. Prohibits any contract for the management of Hawaii tobacco prevention and control trust fund moneys from extending beyond 6/30/2025. Imposes a $4,300,000 cap on Hawaii tobacco settlement special fund. Requires report to the legislature twenty days prior to the convening of the regular sessions of 2022, 2023, 2024, 2025, and 2026 on expenditures from Hawaii tobacco prevention and control trust fund moneys. Part II: Makes an emergency appropriation to provide funds for the state comprehensive emergency medical services system for expenses related to collective bargaining and other current expenses. Part III: Establishes and funds two permanent and five temporary full-time equivalent positions in the office of the governor. Part IV: Requires all departments and the University of Hawaii to reimburse fringe benefit costs for non-general funded positions. Specifies that the cigarette tax revenues deposited to the credit of the cancer research special fund shall only be used for capital expenditures and only until 7/1/2041. Ceases deposits of cigarette tax revenues into the emergency medical services special fund on 7/1/2021. Part V: Establishes a threat assessment team program. Authorizes the Hawaii medical board to license emergency ambulance service personnel. Creates an additional licensure category for emergency medical technicians 1 who are certified at a higher practice level than emergency medical technicians but do not provide ambulance services. Appropriates funds from the compliance resolution fund for hiring a 0.5 full-time equivalent (0.5 FTE) permanent position. Effective 7/1/2021. (CD1) |

Temporarily amends the start date for the availability of nomination papers for 2022 primary election. Defines "permanent resident" for legislative reapportionment purposes. Requires the Office of Hawaiian Affairs and Department of Land and Natural Resources to compile an annual report of members who have failed to complete their training course requirement. Requires the Office of Hawaiian Affairs to record the training courses and make the recordings available to those who were unable to attend the training course. Effective 4/1/2022. (CD1) |
