Requires report to the legislature twenty days prior to the convening of the regular sessions of 2022, 2023, 2024, 2025, and 2026 on expenditures from Hawaii tobacco prevention and control trust fund moneys. Part III: Establishes and funds two permanent and five temporary full-time equivalent positions in the office of the governor.
