Repeals the requirement that the state auditor conduct an annual review of certain rapid transit authorities in the State. Provides the auditor with specific direction and scope to complete the audit authorized by Act 1, SSLH 2017. Appropriates funds for the auditor to complete an audit of the Honolulu authority for rapid transportation. Requires the comptroller to withhold vendor contracts reimbursement until the auditor has received all documents that pertain to the reimbursement request. Repeals appointment of two non-voting ex-officio members to the board of directors of the county's rapid transportation authority authorized by Act 1, SSLH 2017. (SD1)

Hawaii Campaign Spending Commission Package; Electioneering Communication; Disclosure Dates
RELATING TO ELECTIONEERING COMMUNICATIONS.
Requires all persons and committees that make electioneering communication expenditures to a single vendor of more than $2,000 in aggregate within one week to file a report with the Campaign Spending Commission within thirty days of a primary election or sixty days of a general or special election. Amends the definition of "disclosure date" to mean the date when the electioneering communication is publicly distributed. Expands the definition of "electioneering communication" in section 11341(d), HRS, to apply to advertisements: (1) sent by any mail rate; and (2) that are expenditures of an organization. Repeals section 11341(e), HRS. Requires any advertisement by a noncandidate committee that makes only independent expenditures to disclose its top three contributors. Effective 3/15/2094. (SD1)

Prohibits specified trolleys, pulleys, cables, or running lines designed to attach a dog to two stationary objects in a configuration that endangers the dog, including by depriving the dog of sustenance. Prohibits tethering or restraining a dog under the age of six months unless the dog is engaged in an activity supervised by its owner or an agent of its owner. Prohibits tethering or restraining a dog with a tow or log chain if the tow or log chain inhibits the free movement of the dog. Prohibits tethering or restraining a dog with a choke collar, pinch collar, or prong collar unless the dog is engaged in an activity supervised by its owner or an agent of its owner. Repeals the renewable energy technologies income tax credit for solar energy systems that require a power purchase agreement approved by the Public Utilities Commission and wind-powered energy systems for commercial properties for taxable years beginning after 12/31/2019, except for certain taxpayers subject to a power purchase agreement approved or pending approval by a decision and order issued by the PUC prior to 12/31/2019. Increases the renewable energy technologies income tax credit cap amount for multi-family residential properties. Authorizes the law enforcement standards board to revoke certifications and requires the board to review and recommend statewide policies and procedures relating to law enforcement, including the use of force. Requires that all grants and contracts awarded by the Office of Hawaiian Affairs shall be subject to be individually approved by the board of trustees. Reduces the University of Hawaii's portion of receipts from the use, sale, lease, or other disposition of lands within the public land trust to be collected during each fiscal year to the amount equal to the University of Hawaii's receipts derived from tuition and special funds utilized for Native Hawaiian programs. Establishes a public land trust revenues negotiating committee to determine the increase to the annual amount of the income and proceeds from the public land trust that the Office of Hawaiian Affairs shall receive annually under the state constitution and other state law. Requires the Department of Budget and Finance to conduct a financial review of the amounts of revenue generated from the public land trust. Requires the Auditor to report to the Legislature on a comprehensive review of programs administered by the State that serve Hawaiians. Appropriates funds. Prohibits any increases proposed by the public land trust revenues negotiating committee that are not already approved for use by or appropriated to the Office of Hawaiian Affairs until the fiscal and comprehensive reviews required by this measure are completed and submitted to the Legislature. Authorizes transient accommodations in the State, subject to certain conditions. Requires all operators and plan managers and their respective properties to be listed on a registry created, published, and updated by each county, except in any county that does not regulate the number or location of transient accommodations within that county. Requires hosting platforms to collect and remit to the State all applicable TAT and GET, as agents of operators and plan managers, and to regularly disclose to the State information on transient accommodations listings in the State. Prohibits hosting platforms from collecting fees or completing any booking transactions for properties not listed on the registry, if applicable in that county. Authorizes DOTAX to establish fees, charges, and other requirements by rule. Establishes civil and administrative penalties for violations. Authorizes the State to issue administrative subpoenas to obtain certain information regarding transient accommodations listings in the State. (SD2)

Exempts the costs of construction of work or improvements of a redevelopment project from general excise and use taxes. Provides that a county director of parks and recreation shall designate which county zoos, botanic gardens, or other county parks are environmentally, culturally, historically, or operationally unique for the purpose of determining whether a concession at the zoo, botanic garden, or other park is exempt from the sealed bid requirements of section 102-2(a), Hawaii Revised Statutes.
