Requires certain private streets, highways, or thoroughfares in a development district of the HCDA to conform to county construction and maintenance standards. Makes owners who charge a fee to use private roads responsible for the costs of conforming and maintaining the private roads. Exempts private roads used solely by the owner or its employees. Expands the methods by which a consumer may request a security freeze. Specifies that a consumer credit reporting agency shall not charge a fee for placing, lifting, or removing a security freeze on a consumer's credit report or for placing or removing a security freeze on a protected consumer's credit report or records. Increases the limit on revenues collected by the Special Enforcement Section of the Department of Taxation that are deposited into the Tax Administration Special Fund. Authorizes the use of Tax Administration Special Fund moneys to fund support staff positions in the Special Enforcement Section. Authorizes the Department of Taxation to establish 5 full-time equivalent (5.0 FTE) positions within the Special Enforcement Section. (SD1)
