Beginning in 2020, requires all federal, state, and county primary, special primary, general, special general, and special elections to be conducted by mail. Provides places of deposit for personal delivery of mail-in ballots and ensures a limited number of voter service centers in each county to remain open on the day of election to allow voters with special needs to vote and receive personal delivery of absentee, permanent absentee, and mail-in ballots. RELATING TO TAXATION.
Reauthorizes the counties' authority to establish a county surcharge on state tax for a limited time period, with the surcharge to be effective until 12/31/2027, if adopted. Requires counties to adopt an ordinance to establish or extend a surcharge prior to 7/1/2016. Limits the use of surcharge revenues by counties that have already established a county surcharge on state tax to capital costs. Expands the definition of capital costs for counties with a population greater than 500,000. Amends the definition of "public lands" to include the air rights over any portion of state land upon which a county mass transit project is developed after 7/11/2005. (HB134 CD1)

Tobacco Products; Large Cigars; Excise Tax; Hawaii Cancer Research Special Fund
RELATING TO TAXATION.
Amends the definition of "tobacco products", to include any product containing nicotine, but not containing tobacco. Imposes an excise tax equal to       % of the wholesale price of any tobacco product, other than large cigars, sold by a wholesaler or dealer on and after 1/1/2016, whether or not sold at wholesale, or if not sold then at the same rate upon the use by the wholesaler or dealer. Requires an unspecified amount of the moneys collected under the increased excise tax rate to be deposited to the credit of the Hawaii cancer research special fund. Amends the excise tax rate on the sale of large cigars beginning on and after 1/1/2016 to the lesser of        cents for each large cigar or       % of the wholesale price of each large cigar. Establishes a licensing system for medical marijuana dispensaries. Prohibits counties from enacting zoning regulations that discriminate against licensed dispensaries and production centers. Allows a qualifying patient, primary caregiver, or an owner or employee of a medical marijuana production center or dispensary to transport medical marijuana in any public place, under certain conditions. Replaces the requirement that a certifying physician be the qualifying patient's primary care physician with a requirement that the physician have a bona fide physician-patient relationship with the qualifying patient. Allows persons authorized to use and possess medical marijuana in other states to be treated similarly to qualifying patients in this State pursuant to rules adopted by the department of health after 1/1/2018. Prohibits primary caregivers from cultivating medical marijuana after 12/31/2018, subject to certain exceptions. Authorizes the department of health to conduct criminal history checks on license applicants, licensees, prospective employees of dispensaries and production centers, subcontractors, and persons authorized to enter and remain on such premises.
