RELATING TO SEX TRAFFICKING.
Replaces the offense of Promoting Prostitution in the First Degree with Sex Trafficking to be classified as a violent crime and a class A felony. Requires proof of negligence as to the age of the victim when a person commits the offense of sex trafficking and the victim is a minor. Provides that the offense of prostitution by a person younger than eighteen years of age is a violation and subject to the jurisdiction of the family court. Establishes a class C felony for the act of paying for sex in reckless disregard of the fact that the other person is a victim of sex trafficking. Expands the Department of the Attorney General's Statewide Witness Program to include sex trafficking; provides victims with access to criminal injury compensation; and amends laws relating to civil liability for cases of coercion into prostitution. Makes amendments to strengthen enforcement of laws and increase penalties against the sex trafficker. (HB1902 CD1)

RELATING TO STATEWIDE SEXUAL ASSAULT SERVICES.
Appropriates funds to increase the base budget of the department of the attorney general for statewide sexual assault services for fiscal biennium 2016-2017 to $2,380,000 per fiscal year. Beginning with the 2017-2018 fiscal year, requires the base budget of the department of the attorney general for statewide sexual assault services to be at least $2,380,000 per fiscal year.

RELATING TO HEALTH.
Requires the Department of Health to submit annual reports to the Legislature relating to child and maternal deaths and death reviews in the State. Requires, upon written request from the Director of Health, all providers of health care or social services and county and state agencies to disclose child death review information, under certain conditions. Allows the Department of Health to conduct multidisciplinary and multiagency reviews of maternal deaths. Requires, upon written request from the Director of Health, all providers of health care or social services and county and state agencies to, under certain conditions, provide information or other materials relating to the condition and treatment of any person to the Department of Health, or its designee, for studies to reduce maternal morbidity or mortality. Appropriates funds to the Department of Health to conduct child death reviews and implement a program to perform maternal death reviews. (CD1)

RELATING TO CONTRACEPTIVE SUPPLIES.
Authorizes pharmacists to prescribe and dispense self-administered hormonal contraceptive supplies to patients eighteen years of age or older, regardless of a previous prescription from an authorized prescriber. Specifies requirements pharmacists must meet prior to prescribing and dispensing contraceptive supplies. Requires all insurers in the State, including health benefits plans under chapter 87A, Hawaii Revised Statutes, and medicaid managed care programs, to reimburse pharmacists who prescribe and dispense contraceptive supplies. Sex Trafficking
RELATING TO SEX TRAFFICKING.
Replaces the offense of Promoting Prostitution in the First Degree with Sex Trafficking to be classified as a violent crime. Makes Sex Trafficking a class A felony and a strict liability offense if a minor is the victim of sex trafficking. Provides that the offense of prostitution for a person younger than eighteen years of age is a violation. Expands the Department of the Attorney General's Statewide Witness Program to include sex trafficking; provides victims with access to criminal injury compensation; and amends laws relating to civil liability for cases of coercion into prostitution. Makes amendments to strengthen enforcement of laws and increase penalties against the sex trafficker.
