Requires each executive branch department to:  identify existing and planned facilities that are vulnerable to sea level rise, flooding impacts, and natural hazards; assess options for mitigation impacts of sea level rise to existing and planned facilities; establish staff level points of contact to improve interagency coordination for sea level rise adaptation, flooding, and resilience; and submit annual reports to the governor, legislature, office of planning, and Hawaii climate change mitigation and adaptation commission.  Effective 1/1/2050.  (SD1)

Clarifies that DOE, in partnership with the Hawaii public housing authority, Hawaii housing finance and development corporation, and the school facilities agency, may construct housing for teachers on a public school campus.  Requires that housing units constructed or acquired on a school campus after 6/30/2021, be rented at an affordable cost to new teachers or teachers teaching in a rural or hard-to-staff location, with priority given to teachers employed full-time at the school where the housing unit is located.  Effective 7/1/2050.  (SD1)

Specifies that the Hawaii emergency management agency is an administratively attached agency to, rather than established within, the department of defense.  Makes the administrator of emergency management the director of the Hawaii emergency management agency and requires the administrator to report directly to the governor.  Requires the governor to appoint the administrator of the Hawaii emergency management agency.  Effective 7/1/2050.  (HD1)

Authorizes the department of agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture.  Establishes the agricultural enterprise program.  Establishes the agricultural enterprise special fund.  Requires the board of agriculture to annually report an accounting of non-agricultural park lessees to the legislature.  Effective 1/1/2050.  (SD1)

RELATING TO PUBLIC LANDS.

Exempts land set aside by the governor to HHFDC and lands leased to HHFDC from other state departments or agencies from classification as public lands subject to DLNR management.  Requires the land to be subject to legislative approval prior to the sale or gift of those lands.  Requires HHFDC to return any land set aside by the governor or leased lands no longer needed for housing, finance, or development.  (SD1)

Allows the public utilities commission to use electronic filing processes and similar practices.  Requires the public utilities commission to conform its electronic forms and electronic filing processes to comply with the Americans with Disabilities Act and other federal laws and regulations to ensure equal access for individuals with disabilities.  Effective 1/1/2022.  (SD1)

RELATING TO TAXATION.

Amends the motion picture, digital media, and film production income tax credit by:  (1) Reducing the cap amount and aggregate cap amount of the credit; (2) Requiring the department of business, economic development, and tourism to publish on its website the names of the qualified productions and the amount of the tax credits certified per qualified production per filing year; (4) Allowing the tax credit for qualified productions to be carried over and applied to the taxpayer's future state tax liability.  Changes the sunset date sunset date to January 1, 2026.  Extends the repeal date of the tax credit from 1/1/2026 to 1/1/2033.  Effective 7/1/2050.  Increases the cap amounts of the renewable energy technologies income tax credit for community-based renewable energy projects on commercial property.  Applies to taxable years beginning after 12/31/2021.  (SD1)

Allows applicants for the University of Hawaii who graduated from a public high school in the State with a cumulative grade point average of 3.0 and qualified for and received special education services for three or more years during enrollment in grades seven through twelve to be eligible for the Hawaii state scholars program.  Effective 7/1/2050.  (SD1)

RELATING TO STATE FINANCES.

Part I - By October 1 of each year, requires each department to submit program measures, costs elements, and accounting reports for all non-general funds to the Legislature.  Specifies that the cigarette tax revenues deposited to the credit of the cancer research special fund shall only be used for capital expenditures and only until 7/1/2041.  Part II - Makes certain special funds subject to deductions for central service expenses into the general fund.  Beginning 7/1/2021 transfers to the credit of the general fund surcharges and cigarette tax revenue allocated to the trauma systems special fund.  Part III - Requires the cancer research center of Hawaii to be affiliated with the John A. Burns school of medicine with direct lines of reporting to the provost of University of Hawaii at Manoa and coordinate with the president of the university.  Requires funds expended from the tuition and fees special fund for the John A. Burns school of medicine or cancer research center of Hawaii to be used for educational purposes only.  Requires funds expended from the research and training revolving fund for the John A. Burns school of medicine and cancer research center of Hawaii to be used for research and research-related purposes only.  Amends the reporting requirement on the Hawaii cancer research special fund from semi-annually to annually.  Effective 7/1/2050.  (SD1)

RELATING TO THE STADIUM DEVELOPMENT DISTRICT.

Establishes the stadium development district special fund in chapter 109.  Provides for the sunset of the stadium special fund.  Revises the general development guidance policies for the stadium development district and clarifies the respective roles the stadium authority and Hawaii community development authority in the development of the stadium development district.  Broadens the powers and duties of the stadium authority, including authorizing the stadium authority to acquire and hold title to real property.  Exempts land to which the stadium authority holds title from the definition of "public lands."  Authorizes the Hawaii community development authority, with approval from the governor, to delegate to other state agencies implementation of capital improvement projects, under certain conditions.  Adds two members to the stadium authority.  Amends the general bond authorization made by Act 268, Session Laws of Hawaii 2019.  Makes the financial disclosures of members of the stadium authority public records.  Effective 1/1/2050. Removes the prohibition for private funds to go directly to the Department of Education schools for the purposes of opening prekindergarten classrooms.  Establishes the Hawaii early childhood educator stipend program to address shortage of early childhood education educators. Extends certain effective dates for implementation of Act 46, SLH 2020.  Requires the application of a uniform assessment for public and charter school kindergarten students.  Allows educational data to be shared using an existing system.  Appropriates funds.  Effective 7/1/2050.  (SD1)
