RELATING TO THE HONOLULU AUTHORITY FOR RAPID TRANSPORTATION.

Grants voting rights to members of the board of directors of the Honolulu authority for rapid transportation appointed by the president of the senate or speaker of the house of representatives.

      Status & Testimony

RELATING TO LIABILITY.

Provides that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and the county shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street.  Deems that maintenance of a street shall not confer ownership or jurisdiction over such street if the ownership or jurisdiction over the street is in dispute between the State and the county.

RELATING TO AUTONOMOUS TRANSPORTATION.

Establishes the permanent autonomous transportation task force, to be placed in the department of transportation.

RELATING TO MOPEDS.

Requires a transition to silent, clean electric mopeds by prohibiting a retailer from selling or offering for sale combustion engine-powered mopeds after 12/31/2022.

RELATING TO TRANSPORTATION.

Requires lessors of rental motor vehicles to include an option for the lessee in the motor vehicle rental agreement to contribute a sum to DLNR for the preservation and protection of the environment.  Takes effect 1/1/2022.

RELATING TO TAXATION.

Increases the amount of the rental motor vehicle surcharge tax from $5 to $8 for any county with a resident population of more than 125,000, but less than 195,000.

RELATING TO RENTALS OF MOPEDS AND MOTOR SCOOTERS.

Requires all moped and motor scooter rental companies to ensure the rider wears a safety helmet supplied either by the rental company or by the renter prior to operating the moped or motor scooter.  Exempts riders with a motorcycle license from this requirement.  Prohibits the rental of any moped or motor scooter with aftermarket modifications.  Amends the definition of motor scooter.

RELATING TO TRANSPORTATION.

Includes autocycles equipped with handlebars in the definition of motorcycle in the Hawaii Safety Act.  Exempts motorcycles and motor scooters with partially enclosed cabs from the safety helmet requirement.

RELATING TO ELECTRIC FOOT SCOOTERS.

Establishes a framework for the regulation of electric foot scooters by the State and counties.  Amends definitions of "moped" to exclude electric foot scooters.

RELATING TO TRAFFIC.

Permits a bicyclist to proceed through an intersection from a right turn only lane if they cannot safely merge into the traffic lane, provided they signal intention to merge left.  Permits a bicyclist to proceed in a right turn only lane when approaching an intersection, even if they do not intend to turn right, provided that they do not pass a stopped vehicle and that they exercise reasonable safety when passing a moving vehicle.

RELATING TO TOW TRUCK PRICING.

Adjusts towing company charges and fees for vehicles left unattended or abandoned.  Establishes a clean-up charge and documentation fee.

RELATING TO MOTOR VEHICLES.

Requires motor vehicle insurers to notify the county director of finance of cancellations and nonrenewals of motor vehicle insurance policies on registered vehicles.  Requires transferees to notify the county director of finance of motor vehicle insurance policy coverage for the transferred vehicles.  Increases registration fines for a failure to maintain insurance on the vehicle during the period of registration.

      Status & Testimony

RELATING TO MOTOR VEHICLE INSURANCE.

Increases the minimum insurance coverage requirement for bodily injury liability coverage to $30,000 for bodily injury or death of any person in any one accident and removes limits for two or more persons in any one accident.  Increases the minimum insurance coverage requirement for property damage to $50,000.
