RELATING TO VESSELS.

Makes clarifications regarding removal of unauthorized vessels on state property.  Makes clarifications regarding the definition of an abandoned vessel.  Changes the time limit to claim an unauthorized vessel that is impounded by the department of land and natural resources from thirty days to ten working days.  Changes the time limit to claim an abandoned vessel that is impounded by a state or county agency from twenty days to ten working days.  Makes abandonment of a vessel on waters of the State or public property a petty misdemeanor.  Makes clarifications to auction requirements regarding abandoned vessels.  Sets the time limit for a vessel owner or operator to remove unauthorized, abandoned, and grounded vessels at twenty-four hours.  Allows DLNR to charge an impound storage fee.

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires a vulnerable coastal property purchaser statement to be executed by the purchaser or transferee with the sale or transfer of vulnerable coastal real estate.

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area as officially designated by the Hawaii Climate Change Mitigation and Adaptation Commission, subject to the availability of county maps designating the areas by tax map key.  Effective 1/1/2021.

RELATING TO THE LAND CONSERVATION FUND.

Increases the percentage of the land conservation fund that may be used for costs related to the operation, maintenance, and management of lands acquired by the fund.  Increases the maximum dollar amount of the conveyance tax distribution to the land conservation fund.  Appropriates funds from the land conservation fund for resource land acquisition.  Effective 1/1/2021.

Appropriates money out of the land conservation fund for the acquisition of 11,020 acres of the Na Wai Eha watershed in Wailuku, Maui.

RELATING TO RECORDATION TRANSACTION FEES.

Expands the uses of the transaction fee for recordings in the bureau of conveyances and land court authorized under Act 120, Session Laws of Hawaii 2009.  Applies the fee to all services rendered by the bureau pursuant to chapters 501 and 502, HRS.  Repeals the transaction fee upon the earlier of the effective date of adoption of rules by DLNR or July 1, 2023.

Streamlines the process for completing the Department of Land and Natural Resources' required annual payment of debt service on the reimbursable general obligation bonds for Turtle Bay.

Authorizes the Department of Land and Natural Resources to issue new ocean recreation commercial permits by public auction.

RELATING TO THE KAHOOLAWE ISLAND RESERVE COMMISSION.

Appropriates funds to the Department of Land and Natural Resources for the operations of the Kahoolawe Island Reserve Commission and for 2 full-time equivalent positions on the Commission.
