RELATING TO EMOLUMENTS.

Prohibits the governor and each county mayor, while holding those offices, to maintain any other employment or receive any emolument, beginning on the sixty-first calendar day after their election or appointment to office.  Specifies that the county boards and commissions have enforcement authority over each respective county mayor.  Specifies that the hawaii state ethics commission has enforcement authority over the governor.  Effective 7/1/2020.  (SD1)

PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII TO AUTHORIZE THE LEGISLATURE TO ESTABLISH A SURCHARGE ON REAL PROPERTY TO FUND INFRASTRUCTURE IMPROVEMENTS NEAR RAPID TRANSIT STATIONS.

Proposes an amendment to the Constitution of the State of Hawaii to authorize the State legislature to establish a surcharge on taxation of real property near rapid transit stations for the purpose of funding infrastructure improvements in those areas.

RELATING TO RESTORATIVE JUSTICE.

Requires the Judiciary to establish a 5-year pilot program for restorative justice.  Requires the judiciary to inform various criminal attorneys of the existence of the pilot program.  Appropriates funds.
