Establishes the Public Service Office Hours Task Force to study and develop a plan to reduce the number of public employees that commute during hours of peak traffic congestion.  Appropriates funds.  Effective 7/1/2050.

RELATING TO CARGO CARRIERS.

Authorizes the Department of Transportation to expend funds from the harbor special fund to provide subsidies to cargo carriers to offset costs incurred by the cargo carriers as a result of providing cargo carrier services to ports serving counties within the State having a population of less than 500,000 and comprising three or more populated islands.  Appropriates moneys.  Effective 7/1/2050.

RELATING TO HIGHWAY SAFETY.

Establishes a three-year photo red light imaging detector system pilot program.  Authorizes any affected county to administer the photo red light imaging detector system pilot program.  Establishes a photo red light imaging detector systems pilot program account as a special account within the general fund.  Requires proceeds of fines expended in the county from which they were collected for operation of the photo red light imaging detector systems pilot program.  Appropriates funds.  Sunsets 6/30/2023.  Effective 7/1/2050.

Establishes requirements and permitting procedures for transportation network companies operating in the State.  Makes permanent insurance requirements for transportation network companies and transportation network drivers.  Effective 7/1/2050.

RELATING TO OPERATING A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT.

Defines "highly intoxicated driver".  Provides the evidentiary standard for establishing that a person was a "highly intoxicated driver".  Requires that ignition interlock devices be installed and maintained on one or more vehicles registered to and all vehicles operated by anyone convicted of operating a vehicle under the influence of an intoxicant, during the applicable period of license revocation.  Increases the license revocation period ordered by the Administrative Driver's License Revocation Office and extends the applicable lookback periods from five to ten years.  Establishes higher penalties for a highly intoxicated driver operating a vehicle.  Establishes higher penalties for offenses of operating a vehicle under the influence of an intoxicant.  Effective 7/1/2050.

RELATING TO SUSTAINABLE AVIATION FUEL.

Establishes the sustainable aviation fuel program to provide grants to any business in Hawaii that is developing products related to sustainable aviation fuel or aviation greenhouse gas reduction.  Appropriates funds.  Takes effect on 7/1/2112.

RELATING TO A FOOD HUB PILOT PROGRAM.

Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food.  Provides for the award of grant funding by qualified applicants wishing to establish or expand a food hub.  Requires reports to the legislature.  Appropriates funds.  Takes effect on 7/1/2112.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

Establishes the pacific international space center for exploration systems within the department of business, economic development, and tourism for administrative purposes.  Amends the composition of the board of directors of the pacific international space center for exploration systems.  Creates an unspecified amount of exempt positions within the pacific international space center for exploration systems.  Transfers the rights, powers, functions, and duties of the employees of the pacific international space center for exploration systems to the department of business, economic development, and tourism.  Appropriates funds.  Takes effect on 7/1/2112.

Authorizes the issuance of revenue bonds pursuant to part III of chapter 39, HRS, and appropriates funds to the Hawaii Technology Development Corporation for the purpose of constructing one Oahu and one neighbor island electrolysis hydrogen production, storage, and dispensing facility to be managed by the Hawaii Center for Advanced Transportation Technologies.  Takes effect on 7/1/2112.

RELATING TO TAXATION.

Provides that Chapter 1, Subchapter Z (with respect to opportunity zones), of the Internal Revenue Code shall not be operative for the purposes of state income tax law.  Takes effect on 7/1/2112.  Applies to tax years beginning after 12/31/2022.

RELATING TO CAMPAIGN FINANCE.

Amends the deadline for candidate committees and noncandidate committees to file organizational reports.  Imposes upon both candidate committees and noncandidate committees consistent content, filing, and deadline requirements for organizational reports and preliminary reports.  Takes effect on 7/1/2050.
